4.0 BACKGROUND:

4.1 The property located at 1900 Oakcrest Avenue has a zoning ofl-1, Light Industrial, a
current land use of "I", Industrial, and a future land use of "B", Business.

4.2 The Light Industrial District allows rental and leasing of vehicles as a conditional use
permit. Specifically, Section 1007.02D12 states: Rental and leasing of motor vehicles
including the resale of motor vehicles previously rented or leased by the leasing or rental
business owner (September 1979).

4.1 Section 10B.01D of the Roseville City Code describes the criteria which must be used to
evaluate a CUP. They are as follows:

a. Impact on traffic.
b. Impact on parks, streets and other public facilities.
c. Compatibility of the site plan, internal traffic circulation, landscaping and
structures with contiguous properties.
d. Impact of the use on the market value of contiguous properties.
e. Impact on the general public, health, safety and welfare.
f Compatibility with the City's Comprehensive Plan.

4.3 The CUP process also allows the City to impose those conditions it considers necessary
to protect the public health, safety, and welfare.

4.4 The applicant(s) have indicated that there would be no overnight storage of vehicles on
the premises and that the leased space will include an indoor showroom.

5.0 STAFF FINDINGS/RECOMMENDATION

5.1 The Community Development Department has reviewed the proposed request and
determined that the request meets all the criteria necessary for granting approval of the
requested CUP. Specifically, the Community Development Department has determined
the following:

· The request will have a minimal impact on traffic in the neighborhood. The area
surrounding 1900 Oakcrest Avenue is predominately office, warehouse,
showroom, and business uses, mostly within multi tenant facilities. The use is
consistent with those in the general area and should not create an increase in
vehicle usage on surrounding streets.

· The request will have no impact of parks, streets and other public facilities. The
proposed use of vehicle rental and/or leasing will not create additional demand for
park use; should not create additional need for public facilities (city water,
sanitary sewer, and storm sewer); and should not create added capacity demand
on surrounding streets.

PF3411 - RPCA 071002 - Page 2 of3
