<br />5.0 STAFF COMMENTS and FINDINGS: <br /> <br />5.1 On July 9, 2002, Masterpiece Homes held a neighborhood meeting to discuss the <br />proposed three parcel redevelopment into a 24 unit townhome development. The <br />meeting was well attended, where area residents presented questions regarding tree <br />preservation, parcel grading/drainage, and unit size/style (the applicant may wish to <br />explain in detail his perceptions of the issues.) <br /> <br />5.2 The Community Development Staff has received call on and/or identified the following <br />Issues: <br /> <br />. <br /> <br />Drainage of the site <br />Traffic created from the development <br />Tree preservation <br />Screening portions of the development <br />Redevelopment of the three parcels versus no redevelopment <br />Single family development versus two family (townhome) development <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />5.3 The land use, 12 structures with 2 townhome units each, is consistent with the <br />Comprehensive Plan designation for the area; the proposed density of 3.48 units per gross <br />acre is within the Zoning Code density of 4 units per gross acre. There appears to be a <br />demand for this type of low maintenance, high value, townhome unit, which is more <br />consistent with the rambler style of architecture in this portion of the community. <br /> <br />5.4 The Comprehensive Plan Goals and Policies include the following direction: Roseville <br />Comprehensive Plan - 2000 Update Goals and Policies <br />- Page 70f21 <br /> <br />C. RESIDENTIAL POLICIES <br />The City will: <br /> <br />1. Adopt flexible standards for new single family and multi-family housing developments <br />to allow for innovative development and more efficient densities. It is not the goal of the <br />City to significantly increase overall residential densities. <br /> <br />a) Encourage higher quality mixed developments by allowing planned unit <br />developments as guided by the goals, policies, and performance standards of the <br />community with more dedication of park and open space. <br /> <br />b) Where feasible or practical, integrate neighborhood oriented retail/ service <br />businesses (within walking distance) into the mixed used project. Consider such <br />mixed use developments in areas where change is already underway. <br /> <br />c) Encourage innovative high quality planning and design in residential <br />developments that cater to the life style/life cycle of present and future residents. <br />Higher quality development may include such improvements as masonry <br />exteriors, higher window and wall insulation packages, underground parking, <br />more usable open space than normally required, porches, landscaping, <br /> <br />PF3357 RCA PUD Concept 081902 Page 4 <br />
