Plannine: File 3417: Request by Masterpiece Homes for consideration of <br />a General Concept Plan for a 24-unit residential Planned Unit <br />Development (single family to two family) on approximately seven acres <br />at 2245, 2263 and 2275 County Road B. <br />Acting Chair Mulder opened the hearing and requested City Planner Thomas <br />Paschke provide a summary of the project report dated August 7,2002. <br /> <br />Thomas Paschke explained the definition and use of a Planned Unit <br />Development. <br /> <br />Gordy Howe (Masterpiece Homes) has requested consideration of a planned unit <br />development under the General Concept Plan (Section 1008.10C) of the <br />Roseville City Code for what will be referred to as Stonecrest. <br /> <br />The proposal seeks approval of a preliminary plat to subdivide three parcels <br />totaling 6.9 acres into 24 zero lot line, owner occupied, townhome units and <br />approval of the General Concept Plan Planned Unit Development establishing an <br />underlying zoning ofR-2, Two Family Residence District. <br /> <br />Masterpiece Homes will subdivide the property into a Community In Common <br />(CIC) plat. The preliminary plat indicates 24 townhome lots to be created out of <br />the 6.9 acre (300,564 square foot) site. These lots are 46 feet wide by 102 feet, <br />totaling 112,608 square feet or 37% of the development. The lots will be owned <br />under the structure and extending 5 to 17 feet from the structure. <br /> <br />The development proposes a minimum house footprint indicated is roughly 1,860 <br />square feet in size, excluding the attached three stall garage, estimated to be 560 <br />to 600 square feet and the development will dedicate 58,730 square feet (20%) of <br />street right-of-way; have 129,226 square feet (53%) of common area owned by <br />association; 53,568 square feet (22%) individual property owner open area; <br />resulting in 154,206 square feet (35%) of impervious area, which is similar to the <br />recent Owasso Ridge on lona Lane. <br /> <br />On July 9, 2002, Masterpiece Homes held a neighborhood meeting to discuss the <br />proposed three parcel redevelopment into a 24 unit townhome development. The <br />meeting was well attended, where area residents presented questions regarding <br />tree preservation, parcel grading/drainage, and unit size/style. <br /> <br />Thomas Paschke explained an alternative road design, including cul-de-sacs and <br />a loop road. <br /> <br />Staff recommended a site design with a loop road system and noted that the <br />Planning Commission could continue this item to the September meeting if <br />additional information is needed. <br /> <br />Deb Bloom, Assistant Public Works Director, described the grading and drainage <br />from east to west. A pond is required, along with an overland swale for drainage <br />to and from the pond. A Rice Creek Watershed Permit is required.
