<br />4.0 REVIEW of REQUEST: <br /> <br />4.1 The Grahams propose to construct a 12 foot addition onto their home to meet their <br />growing family needs. These improvements include an addition to the front of the home <br />for the creation of a master bedroom, additional living room area, and added depth to the <br />attached garage. <br /> <br />4.2 The Graham home was constructed in 1955 prior to the City's zoning section of the City <br />Code being adopted, and in so doing the home was placed 40 feet off of the front <br />property line. Currently a covered trailer is located on the premises in the front yard. <br /> <br />4.3 The proposed addition to the existing principal structure places the structure at a point <br />28 feet from the front property line or an encroachment of 12 feet into the predominant <br />setback and requires a variance to Section 1004.01E of the Roseville City Code. <br /> <br />5.0 VARIANCE REQUEST BACKGROUND: <br /> <br />5.1 Section 1004.01E of the Roseville City Code reads: Exception: If, after May 21, 1959, <br />existing houses on fifty percent (50%) or more of the frontage of any block have a <br />predominant front yard different from that herein specified, all buildings hereafter <br />erected shall conform to this predominant front yard depth, provided this regulation shall <br />not be interpreted so as to require a front yard of more than forty feet (40') in depth. <br />(Ord. 275, 5-12-1959) <br /> <br />5.2 The Community Development Department has determined that the Graham parcel has a <br />40 foot predominant setback, thus the proposed addition requires a 12 foot variance. <br /> <br />6.0 STAFF COMMENTS/FINDINGS: <br /> <br />6.1 In review of the proposed improvements to 671 Skillman, the Development Review <br />Committee has determined that there are design options that could be created that provide <br />less intrusion into the front yard setback. Specifically, the garage could be constructed as <br />a rear addition and the screen porch could be integrated around the garage addition and <br />the proposed dining room addition. The relocation of the garage addition to the rear <br />versus the proposed front addition would reduce potential impacts created from a garage <br />being located adjacent to living area of the neighboring property. <br /> <br />6.2 Section 1013.02 states: Where there are practical difficulties or unusual hardships in the <br />way of carrying out the strict letter of the provisions of this code, the city council shall <br />have the power, in a specific case and after notice and public hearings, to vary any such <br />provision in harmony with the general purpose and intent thereof and may impose such <br />additional conditions as it considers necessary so that the public health, safety, and <br />general welfare may be secured and substantial justice done. <br /> <br />PF3422 - ReA 092302 - Page 2 of 4 <br />
