<br />6.0 STAFF RECOMMENDATION: <br /> <br />6.1 Based on the information provided and the findings in Section 5 of this project report, <br />staff recommends approval of a 12 foot variance to Section 1004.01E of the Roseville <br />City Code for John & Christie Graham to allow certain home and site improvements at <br />671 Skillman Avenue, subject to the following conditions: <br /> <br />A The structure not encroaching closer than 28 feet to the front property line along <br />Skillman Avenue. <br /> <br />B The property not exceeding 30% impervious surface coverage or 3,331 square <br />feet. The current calculation based on submitted survey indicates a proposed <br />impervious coverage of3,218 square feet. <br /> <br />C Removal of the existing covered trailer in the front yard. Said trailer can be <br />placed in the rear yard; however a pass-through door will be necessary for the <br />trailer to properly gain access to the street. <br /> <br />7.0 PLANNING COMMISSION ACTION: <br /> <br />7.1 On Wednesday, September 4,2002 the Roseville Planning Commission held the public <br />hearing regarding the Graham variance request. At the hearing the City Planner made a <br />brief presentation detailing the specifics of the Graham variance request and answered <br />questions by the Commission. The Commission also asked questions of the applicant <br />regarding the proposed design and reasonableness of the request. The property owner to <br />the east (665 Skillman) indicated his support for the front yard variance, specifically the <br />garage addition; the property owner to the west (679 Skillman) indicated his concern <br />regarding a front yard encroachment; no other citizens addressed the Commission. <br /> <br />7.2 The Planning Commission recommend (7-0) approval ofa 12 foot variance to Section <br />1004.01E of the Roseville City Code for John and Christie Graham, to allow certain <br />home improvements at 671 Skillman Avenue, based on the findings in Section 5 and <br />conditions (eliminating condition C) of Section 6 of the project report dated September 4, <br />2002. <br /> <br />8.0 SUGGESTED CITY COUNCIL ACTION: <br /> <br />8.1 Adopt a resolution granting a 12 foot variance to Section 1004.01E of the Roseville <br />City Code for John & Christie Graham, to allow certain home and site <br />improvements at 671 Skillman Avenue, based on the findings in Section 5 and <br />conditions of Section 6 of the project report dated September 4, 2002. <br /> <br />Prepared by: Thomas Paschke (651-490-2236) <br />Attachments: Location map, narrative, site plan, aerial photo, draft minutes, and draft resolution. <br /> <br />PF3422 - ReA 092302 - Page 4 of 4 <br />
