<br />1 Extract of Draft Minutes from Planning Commission meeting of 9/4/02: <br />2 <br />3 c. Plannin2 File 3424: Request by Susan McCloskey, 2525 County Road <br />4 C2, for a variance to Section 1004.01A6 (Maximum Total Surface Area) <br />5 of the Roseville City Code to allow construction of a connection to two <br />6 existing driveways. <br />7 <br />8 Chair Duncan opened the hearing and requested City Planner Thomas Paschke <br />9 provide a summary of the project report dated September 42002. <br />10 <br />11 Susan McCloskey submitted an application for an 800 square foot (5%) variance <br />12 to Section 1004.01A6 (Maximum Total Surface Area) to exceed the 30% <br />13 requirement by allowing the construction of a 700 (approximate) square foot <br />14 driveway that would connect two existing driveways on the premises of2525 <br />15 County Road C2. Currently, the principal structure has attached garages that have <br />16 access to both Old Highway 8 and County Road C2. <br />17 <br />18 The home and site were recently improved and the McCloskey's wish to connect <br />19 the drives to allow vehicles to move forward versus having to back out into <br />20 traffic. Further, Ms. McCloskey suffers from a physical disability and would <br />21 benefit from the connection. <br />22 <br />23 The parcel is an odd shaped corner lot slightly over the 30% impervious coverage <br />24 threshold, so any improvement must receive a variance from Section 1004.016 of <br />25 the Roseville City Code. Thomas Paschke illustrated photos of the site. <br />26 <br />27 Thomas Paschke described the 5,205 s.f. of impervious surface. <br />28 <br />29 Staff recommended approval. There are safety issues on this corner and the <br />30 applicant has health issues which could create concern and variance <br />31 justifications. <br />32 <br />33 Mr. McCloskey explained the house site issue and traffic during peak morning <br />34 and afternoon issues. This will be highly landscaped and will look more like a <br />35 garden path. Neighbors do not object. <br />36 <br />37 Chair Duncan asked for details of the garages. <br />38 <br />39 Member Stone asked ifnew landscaping and gardens will help absorb the runoff <br />40 from the new impervious surface (yes). <br />41 <br />42 Member Bakeman asked if setback will be adequate to reduce cut-through across <br />43 corner. (Not straight, no incentive to do this). <br />44 <br />45 There being no further comments, Chair Duncan closed the hearing. <br />46 <br />47 Motion: Member Peper moved, seconded by Member Bakeman, to <br />48 recommend approval of an 800 square foot (5%) variance to Section <br />49 1004.01A6 of the Roseville City Code for Susan McCloskey, to allow a <br />50 driveway connection at 2525 County Road C2, based on the findings in <br />51 Section 5 and conditions of Section 6 of the project report dated September <br />
