Extract of Draft Minutes from Planning Commission meeting of 9/4/02:

c. Plannin2 File 3424: Request by Susan McCloskey, 2525 County Road
C2, for a variance to Section 1004.01A6 (Maximum Total Surface Area)
of the Roseville City Code to allow construction of a connection to two
existing driveways.

Chair Duncan opened the hearing and requested City Planner Thomas Paschke
provide a summary of the project report dated September 42002.

Susan McCloskey submitted an application for an 800 square foot (5%) variance
to Section 1004.01A6 (Maximum Total Surface Area) to exceed the 30%
requirement by allowing the construction of a 700 (approximate) square foot
driveway that would connect two existing driveways on the premises of2525
County Road C2. Currently, the principal structure has attached garages that have
access to both Old Highway 8 and County Road C2.

The home and site were recently improved and the McCloskey's wish to connect
the drives to allow vehicles to move forward versus having to back out into
traffic. Further, Ms. McCloskey suffers from a physical disability and would
benefit from the connection.

The parcel is an odd shaped corner lot slightly over the 30% impervious coverage
threshold, so any improvement must receive a variance from Section 1004.016 of
the Roseville City Code. Thomas Paschke illustrated photos of the site.

Thomas Paschke described the 5,205 s.f. of impervious surface.

Staff recommended approval. There are safety issues on this corner and the
applicant has health issues which could create concern and variance
justifications.

Mr. McCloskey explained the house site issue and traffic during peak morning
and afternoon issues. This will be highly landscaped and will look more like a
garden path. Neighbors do not object.

Chair Duncan asked for details of the garages.

Member Stone asked ifnew landscaping and gardens will help absorb the runoff
from the new impervious surface (yes).

Member Bakeman asked if setback will be adequate to reduce cut-through across
corner. (Not straight, no incentive to do this).

There being no further comments, Chair Duncan closed the hearing.

Motion: Member Peper moved, seconded by Member Bakeman, to
recommend approval of an 800 square foot (5%) variance to Section
1004.01A6 of the Roseville City Code for Susan McCloskey, to allow a
driveway connection at 2525 County Road C2, based on the findings in
Section 5 and conditions of Section 6 of the project report dated September
