<br />4.0 REVIEW of REQUEST: <br /> <br />4.1 Susan & Michael McCloskey desire to construct a 700 square foot (approximate) <br />driveway connection between two existing driveway. Currently, the principal structure <br />has attached garages that have access to both Old Highway 8 and County Road C2. <br /> <br />4.2 The home and site were recently improved and the McCloskey's desire connecting the <br />drives to allow vehicles to move forward versus having to back out into traffic. Further, <br />Ms. McCloskey suffers from a physical disability and would benefit from the <br />connection. <br />4.3 The parcel is an odd shaped comer lot slightly over the 30% impervious coverage <br />threshold, so any improvement must receive a variance from Section 1004.016 of the <br />Roseville City Code. <br /> <br />5.0 VARIANCE REQUEST BACKGROUND: <br /> <br />5.1 Section 1004.01A6 of the Roseville City Code (Maximum Total Surface Area) affords <br />each residential property owner a 30% impervious coverage based upon the total lot <br />size. In the case of the McCloskey parcel, this allowance cannot exceed 4,405 square <br />feet without an approved variance. <br /> <br />5.2 When issuing the building permit in January 2001, the staff calculated the lot coverage <br />to be at the 30% limit. Since that calculation and the submittal of the property survey, <br />the City Planner has calculated the parcel to be 67 square feet over the Code <br />requirement. <br /> <br />5.3 The McCloskey parcel has been determined to be 14,685 square feet, which allows for <br />an impervious coverage of 4,405 square feet. The property currently is occupied with <br />3,106 square feet in structure and 1,382 square feet in pavement, for a total existing <br />impervious coverage of 4,488 square feet. The proposal would add approximately 712 <br />square feet of pavement to the impervious coverage creating a total impervious coverage <br />of 5,200 square feet or 35% coverage, thus requiring a 5% impervious coverage <br />vanance. <br /> <br /> EXISTING PROPOSED CODE VARIANCE <br />Lot Size 14,685 s . ft. same 12,500 s . ft. <br />House/Gara e Size 3,106 s . ft. same na <br />Pavement Area 1,382 s . ft. 2,082 s . ft. <br />Total 1m ervious 4,488 s . ft 5,205 s . ft. <br /> <br /> <br />6.0 STAFF COMMENTS/FINDINGS: <br /> <br />6.1 The Community Development Staff worked closely with the McCloskey's on their <br />development plans, having review and approved (Development Review Committee) a <br />Setback Permit for a side yard encroachment (north). <br /> <br />PF3424 - ReA 092302 - Page 2 of 5 <br />
