The variance, ifgranted, will not alter the essential character of the locality: <br />The improvement of added driveway and impervious area will not be out of <br />character or context of a typical single family home. The Community <br />Development Staff has determined that this variance, if granted, will not <br />alter the essential character of the locality, nor adversely affect the public <br />health, safety, or general welfare, of the city or adjacent properties. <br /> <br />6.0 STAFF RECOMMENDATION: <br /> <br />6.1 Based on the information provided and the findings in Section 5 of this project report, <br />staff recommends approval ofa 800 square foot (5%) variance to Section 1004.01A6 of <br />the Roseville City Code for Susan McCloskey to allow construction of additional <br />driveway surface area that connects two separate driveways at 2525 County Road C2, <br />subject to the following conditions: <br /> <br />A All building and site improvements shall not exceed 5,200 square feet of <br />impervious area. Contractor must verify exact square footage of driveway <br />connection. <br /> <br />B The review and approval of a building permit consistent with the approved plans <br />and variance. <br /> <br />C The installation of a landscape hedge along the drive connection. Said <br />landscaping must be located outside of the 30 foot by 30 foot Traffic Visibility <br />Triangle. <br /> <br />7.0 PLANNING COMMISSION ACTION: <br /> <br />7.1 On Wednesday, September 4,2002 the Roseville Planning Commission held the public <br />hearing regarding the McCloskey variance request. At the hearing the City Planner made <br />a brief presentation detailing the specifics of the McCloskey variance request and <br />answered questions by the Commission. The Commission also asked questions of the <br />applicant and his landscape designer. No citizens were present to address the Planning <br />Commission. <br /> <br />7.2 The Planning Commission recommend (7-0) approval of a 800 square foot (5%) variance <br />to Section 1004.01A6 of the Roseville City Code for Susan McCloskey, to allow <br />construction of additional driveway surface area that connects two separate driveways at <br />2525 County Road C2, based on the findings in Section 5 and conditions of Section 6 of <br />the project report dated September 4,2002. <br /> <br />PF3424 - ReA 092302 - Page 4 of 5 <br />
