G. <br /> <br />Department Approval: <br />DW/CB <br /> <br /> <br />Agenda Section: <br />Report/Recommendation <br /> <br />Item Description: <br /> <br />Housing Assistance to Housing Resource Center & <br />GMHC for the purchase and replacement of home <br />located at 2012 Eldridge (PF #3312) <br /> <br />1.0 Requested Action <br /> <br />1.1 City staff is requesting the approval to provide the Housing Resource Center/Greater <br />Metropolitan Housing Corporation (HRC/GMHC) with gap funds to enable the purchase, <br />demolition and replacement of deteriorating property located at 2012 Eldridge Ave as part <br />of the Roseville Housing Improvement Program. Roseville Housing Fund would be used <br />for the gap funds needed for this project, if approved. <br /> <br />2.0 Propertv Background <br /> <br />2.1 Since 1993, the city has been working with the single family property owner at 2012 <br />Eldridge regarding ongoing property neglect and code deficiencies. The property is <br />mostly vacant and both interior and exterior deferred maintenance has caused <br />neighborhood complaints and concern. <br /> <br />2.2 In 1996, staff worked with the property owner to remove a shed that was falling down <br />and to repair a leaking roof that was covered with a tarp. The property is consistently in <br />violation ofthe city code regarding length of grass and many times the City has had the <br />grass cut for the property owner. In addition, there are ongoing issues and inconsistencies <br />with payment of the water bill resulting in late fees. <br /> <br />2.3 In 1998, after several years of attempts to work with the property owner, the Council <br />approved a $3,000 abatement to paint the exterior of the home. <br /> <br />2.4 Currently the property continues to be in violation of city codes. Specific violations <br />include broken storm door, peeling paint, rodent holes in siding and roof, missing light <br />fixture on pole in yard, rusted rain gutters throughout and junk/debris in year yard. <br /> <br />2.5 City staff requested that the HRC review the conditions of the home to determine the cost <br />to renovate or rebuild. After inspection, the HRC made the following conclusions. <br />· Severe water damage due to roof leakage and there is extensive mold and wood rot <br />throughout; <br /> <br />ReA PF #3312 - HRP, 2018 Hamline 05/07/01 - Page 1 of 3 <br />
