Planning File 3426: Request by Mike Strub for a 25 foot Variance to Section <br />2 1004.02.D4 of the RosevilIe City Code to allow for construction of a detached accessory <br />3 building at 1275 Burke Avenue. <br />4 <br />5 Chair Duncan opened the hearing and requested City Planner Thomas Paschke provide a summary <br />6 of the project report dated October 2,2002. <br />7 <br />8 Thomas Paschke explained that Mike Strub submitted a proposal to construct a detached garage <br />9 five feet from the property line adjacent to Dellwood Street. The Strub home was constructed in <br />10 1979 and lies 17 feet from the Dellwood Street property line. <br />11 <br />12 The proposed improvement seeks a 528 square foot detached accessory building for the purpose of <br />13 seasonal storage. The proposed detached accessory building would be placed in the northwest <br />14 comer of the parcel, adjacent to the neighboring garage, but set back five feet from the Dellwood <br />15 Street property line. <br />16 <br />17 The Snub parcel is 10,184 square feet in size, affording 3,044 square feet of impervious area. The <br />18 current principal structure, attached garage and driveway occupy an estimated 2,508 square feet of <br />19 impervious area, which affords Mr. Snub approximately 536 square feet of impervious area before <br />20 the maximum limit is reached. <br />21 <br />22 Based on the proposal by Mr. Snub, a variance is necessary to Section 602.06 because there will <br />23 not be adequate depth (20 feet) behind the property line to allow vehicle parking on the driveway. <br />24 Notwithstanding, staff has determined that a condition must be placed on this proposal to ensure <br />25 that vehicle parking is limited to inside the accessory structure, due to the close proximity to the <br />26 public right-of-way and street. <br />27 <br />28 The site is "LR" on the Comprehensive Plan and R-1 zoning. <br />29 <br />30 The adjoining neighbors to the north did receive a variance for a similarly placed garage. Paschke <br />31 explained that Mr. Snub's rear yard property is used as a low area for surface water storage. He <br />32 noted that over 25 nearby properties have similar garage placements; this has occurred over time, <br />33 has had many constraints including storm water. <br />34 <br />35 Staff recommended approval with conditions. <br />36 <br />37 Member Pepper asked if the applicant's garage is two stalls (yes). The applicant, Mr. Strub, said <br />38 the staff report was accurate. Bob and Shirley Cobert (neighbors) recommended approval. Other <br />39 emails supporting the request were received by staff (Paschke). <br />40 <br />41 Member Stone asked ifthere will be increases in storm water (yes). Thomas Paschke noted there <br />42 still is porous surface in the yard. To move the garage further into the yard may require a <br />43 pavement variance. <br />44 <br />45 There being no further comments, Chair Duncan closed the hearing. <br />46 <br />47 Motion: Member Traynor moved, seconded by Member Bakeman, to <br />48 recommend approval of a 25 foot variance to Section 1004.02D4 and Section 602.06 of the <br />49 Roseville City Code for Mike Snub, to allow construction of a detached accessory building at <br />50 1275 Burke Street, based on the findings in Section 5 and conditions of Section 6 of the project <br />51 report dated October 2, 2002. <br />52 <br />53 Ayes: 5 <br />54 Nays: 0 <br />55 Motion carried. <br />56 <br />
