We started the <br />process of developing the lot in the spring of2002. At that time we were informed that the lot may be partially <br />wetlands. This appears to have happened in 1991 with the enactment of the Wetland Conservation Act. <br />Unfortunately we were not informed that our lot was now declared partial wetlands. <br /> <br />With that information, we hired Kjolhaug Environmental Services Company, to do a site assessment for wetlands <br />and delineate any found wetlands. Kjolhaug also has help design a plan to add a pond on the delineated wetlands <br />to improve the wetlands. <br /> <br />With the information from Kjolhaug, we began working with the Rice Creek Watershed District and Karl <br />Hammers to apply for a Wetland Diminimis Exemption. Our application is currently in process. <br /> <br />We then brought a site plan to Roseville Community Development Department for review and learned of a city <br />ordinance that requires a fifty foot setback from a delineated wetland boundary. That amount of setback from the <br />wetland and with the other required lot setbacks would make the lot unsuitable for building. We would hope for a <br />variance to allow a reasonable setback from the delineated wetland line to allow a suitable home to be built on the <br />site. <br /> <br />With the help ofKjolhaug Environmental Services Company, we wish to improve the wetlands by not only <br />creating a pond but also to plant native wetland plants. <br /> <br />Our wish is to build on the lot with a structure that will not damage the wetlands as well to improve the wetlands <br />and water holding capacity. <br /> <br />1 have included reports from Kjolhaug Environmental Services Company to show our intentions, as well as the <br />quality and type of wetlands that are on the property now. <br /> <br />Sincerely, <br /> <br />Marcia and Tim Brucciani-Horvath <br />
