September 18, 2002

Mr. David Ault
320 North McCarrons Boulevard
Roseville, MN 55113

RE: Application Request for variance to allow living area above detached accessory
building, PF#3332.

Dear Mr. Ault:

Thank you for your application seeking a variance to allow a detached accessory building to be
built in the front yard of your property at 320 North McCarrons Boulevard. I have reviewed this
request against the Roseville City Code, and with the City Attorney and Community
Development Director, determining that the City is unable to process your application request.
Specifically, the Roseville City Code does not living area uses as a component of an accessory
use, and State Law prohibits any city from granting variance pertaining to uses.

However, the Community Development staff has received other similar requests for guest houses
and mother-in-law quarters, which may be better addressed by the City Council. On October 7,
2002, the Community Development Staff will seek comments from the City Council pertaining
to this topic, and whether the residential portion of the City Code should be amended to contain
language to allow such uses under certain terms and conditions.

I am returning your application and check, along with your proposed plans. I will also provide
you with a future notice of the City Council meeting and a copy of the project report. Should
you have any questions or comments, please feel free to call me at 651-490-2236.

2660 Civic Center Drive .:. Roseville .:. Minnesota .:.55113
651-490-2200 .:.
