e. Vehicle trips on the local road network may actually decrease from the existing, <br /> permitted restaurant, and the only source of impact to surrounding properties <br /> would be the routing of vehicles to and from the pharmacy pick-up window, <br /> which will be addressed by the zoning code's specific requirements for site <br /> development; <br /> f. The proposed drive-through facility is at the north side of the building; this <br /> location does not face a public street; <br /> g. Vehicular ingress/egress related to the proposed drive-through facility is more <br /> than 200 feet from the nearest intersection and does not directly access any public <br /> right-of-way; <br /> h. The circulation and queuing indicated on the proposed site plan adequately <br /> demonstrates that the drive-through facility will not compromise the safety of <br /> pedestrians, cyclists, or other motorists; <br /> i. Speaker box sounds from the drive-through lane will not constitute a nuisance on <br /> residentially zoned property or property in residential use because the drive- <br /> through lane is not adjacent to a residential property; <br /> j. The drive-through canopy is proposed to be constructed from the same materials <br /> as the primary building and with a similar level of architectural quality and <br /> detailing; and <br /> k. No additional buffer area or screening is required because the drive-through lane <br /> is not adjacent to a residential property. <br /> NOW THEREFORE BE IT RESOLVED,by the Roseville City Council, to APPROVE <br /> the proposed drive-through facility as a CONDITIONAL USE at 2700 Lincoln Drive in accordance <br /> with Section §1009.02 of the Roseville City Code. <br /> The motion for the adoption of the foregoing resolution was duly seconded by Council <br /> Member Willmus and upon vote being taken thereon, the following voted in favor: Willmus, <br /> Johnson, Pust, McGehee, Roe; <br /> and none voted against. <br /> WHEREUPON said resolution was declared duly passed and adopted. <br /> Page 2 of 3 <br />
