The variance, ifgranted, will not alter the essential character of the locality: <br />The improvements proposed will add an amenity to the home that is characteristic <br />to many home built today. The design of the Seal addition will not be out of <br />character or context of a home built in the late 1970's. The abutting lots to the <br />east have deeper rear setbacks and will not be impacted. The Community <br />Development Staff has determined that this variance, if granted, will not <br />alter the essential character of the locality, nor adversely affect the public <br />health, safety, or general welfare, of the city or adjacent properties. <br /> <br />6.0 STAFF RECOMMENDATION: <br /> <br />6.1 Based on the information provided and the findings in Section 5 of this project report, <br />staff recommends approval of a 6 to 8 foot rear yard variance to Section 1004.02D5 and a <br />4% impervious coverage variance (195 sq. ft.) to Section 1004.01A6 of the Roseville <br />City Code for John & Martha Seal, subject to the following conditions: <br /> <br />A All building and site improvements shall not exceed 3,054 square feet of <br /> <br />. . <br />ImpervIOus area. <br /> <br />B Verification by the property owner on a site plan of the exact distance the existing <br />stricture lies from the rear property line. <br /> <br />C The dining room addition being limited to a 16 foot extension of the existing <br />principal structure, as indicated on the plans, which addition would encroach <br />somewhere between 6 and 8 feet into the required 30 foot rear yard setback. <br /> <br />D The review and approval of a building permit consistent with the approved plans <br />and variance. <br /> <br />E The installation of roof gutters along the southern side to properly direct roof <br />drainage away from the adjacent property. <br /> <br />7.0 SUGGESTED PLANNING COMMISSION ACTION: <br /> <br />7.1 By motion, recommend approval (approval with modifications or denial) of a 6 to 8 <br />foot rear yard variance to Section 1004.02D5 and a 4% impervious coverage <br />variance (339 sq. ft.) to Section 1004.01A6 of the Roseville City Code to allow the <br />addition of a dining room for John & Martha Seal, 3110 Evelyn Street, based on the <br />findings in Section 5 and conditions of Section 6 of the project report dated <br />November 6, 2002. <br /> <br />Prepared by: Thomas Paschke (651-490-2236) <br /> <br />Attachments: Location map, narrative, site plan, aerial photo. <br /> <br />PF3435 - RPCA 110602 - Page 4 of 4 <br />
