The variance, if granted, will not alter the essential character of the locality: <br />The improvements proposed will add an amenity to the home that is characteristic <br />to many home built today. The design of the Seal addition will not be out of <br />character or context ofa home built in the late 1970's. The abutting lots to the <br />east have deeper rear setbacks and will not be impacted. The Community <br />Development Staff has determined that this variance, if granted, will not <br />alter the essential character of the locality, nor adversely affect the public <br />health, safety, or general welfare, of the city or adjacent properties. <br /> <br />6.0 STAFF RECOMMENDATION: <br /> <br />6.1 Based on the information provided and the findings in Section 5 of this project report, <br />staff recommends approval of a 6 to 8 foot rear yard variance to Section 1004.02D5 and a <br />4% impervious coverage variance (339 sq. ft.) to Section 1004.01A6 of the Roseville <br />City Code for John & Martha Seal, subject to the following conditions: <br /> <br />A All building and site improvements shall not exceed 3,054 square feet of <br /> <br />. . <br />ImpervIOUS area. <br /> <br />B Exposing the rear yard comer pins (lot comers) to verify the approved setback of <br />24 feet (6 foot encroachment). <br /> <br />C The dining room addition being limited to a 16 foot extension of the existing <br />principal structure, as indicated on the plans. <br /> <br />D The review and approval of a building permit consistent with the approved plans <br />and variance. <br /> <br />E The installation of roof gutters along the southern side to properly direct roof <br />drainage away from the adjacent property. <br /> <br />7.0 PLANNING COMMISSION ACTION: <br /> <br />7.1 On Wednesday, November 6,2002 the Roseville Planning Commission held the public <br />hearing regarding the Seal variance request. At the hearing the City Planner made a brief <br />presentation detailing the specifics of the variance request and answered questions by the <br />Commission. The applicant had nothing further to add to the presentation. The adjoining <br />property owner (1950 County Road D) addressed the Commission supporting the Seal <br />variance request. The City Planner received no objections (via e-mail, telephone call, or <br />letter) to the variance request. <br /> <br />7.2 The Planning Commission recommend approval (7-0) ofa 6 foot rear yard variance to <br />Section 1004.02D5 and a 4% impervious coverage variance (339 sq. ft.) to Section <br />1004.01A6 of the Roseville City Code to allow the addition of a dining room for <br />John & Martha Seal, 3110 Evelyn Street, based on the findings in Section 5 and <br />conditions of Section 6 of the project report dated November 6, 2002. <br /> <br />PF3435 - ReA 111802 - Page 4 of 5 <br />
