EXTRACT OF MINUTES OF MEETING OF THE <br /> CITY COUNCIL OF THE CITY OF ROSEVILLE <br /> Pursuant to due call and notice thereof, a regular meeting of the City Council of the City <br /> of Roseville, County of Ramsey, Minnesota, was held on the 28th day of January 2013 at 6:00 <br /> p.m. <br /> The following Members were present: McGehee, Willmus, Laliberte, Etten, Roe <br /> and none were absent. <br /> Council Member Willmus introduced the following resolution and moved its adoption: <br /> RESOLUTION NO. 11047 <br /> A RESOLUTION APPROVING A COMMERCIAL GREENHOUSE AS AN INTERIM <br /> USE AT 691 LARPENTEUR AVENUE (PF13-001) <br /> WHEREAS, HostasDirect has applied for approval of the proposed commercial <br /> greenhouse as an INTERIM USE in conjunction with Henry Linder, owner of the property at 691 <br /> Larpenteur Avenue; and <br /> WHEREAS, the Roseville Planning Commission held the public hearing regarding the <br /> proposed INTERIM USE on January 2, 2013, voting 6-0 to recommend approval of the use based on <br /> testimony offered at the public hearing as well as the information and findings provided with the <br /> staff report prepared for said public hearing; and <br /> WHEREAS, the Roseville City Council has determined that approval of the proposed <br /> INTERIM USE will not result in adverse impacts to the surrounding properties based on the <br /> following findings: <br /> a. The proposed growing operation is essentially the same as the former greenhouse, <br /> so the INTERIM USE would not have significant negative effects on the land; <br /> b. The INTERIM USE does not constitute an excessive burden on streets, parks, or <br /> other facilities because the proposed greenhouse is a rather passive commercial use which <br /> does not include an on-site retail component; and <br /> c. The primary concerns expressed by neighboring residential property owners <br /> involve visual impacts, safety, and property values. Improved property maintenance and <br /> minimized appearance of a commercial operation would help to reduce negative visual <br /> impacts as well as maintain property values. With respect to safety, traffic from <br /> commercial vehicles (e.g., FedEx, UPS, or other commercial service) on St. Albans Street <br /> is not only expected to be quite light, but approval of the INTERIM USE can include a <br /> condition to limit such traffic to a low level which would still afford HostasDirect the <br /> flexibility to operate reasonably. Regarding personal safety, the applicants are as <br /> interested as anyone in preventing property crimes and personal assaults.
