<br />2.2 Section 1 - The Plan and the Updating Process: New information explaining the Plan <br />and its applicability to the Met Council's 2030 Blueprint. <br /> <br />2.3 Section 2 - The Land and its People: The demographic profile will include newly <br />released Census 2000 information about Roseville's workforce, wage and other <br />population characteristics. This information will be presented both city-wide as well as <br />by City Planning District for the first time. New text relating to environmental conditions <br />as well as housing migration patterns will be included. <br /> <br />2.4 Section 3 - Goals & Policies: Minor changes in the goals & policy section will occur to <br />be consistent with recent master plans as well as the 2030 Blueprint and alignment with <br />the 35W Coalition's strategic planning principles. <br /> <br />2.5 Section 4 - Land Use Planning District: The Zoning Map will be updated to illustrate <br />all land use zoning designations based on City approvals to December 31, 2002 including <br />a spreadsheet breakdown of each designation by area and percent of total city land area. <br /> <br />The Existing Land Use Map will be updated to illustrate all existing land uses, including <br />a spreadsheet breakdown of each designation by area and percent of total City land area <br />as of December 31,2002. <br /> <br />The Comprehensive Plan Future Land Use Map will be updated to illustrate all future <br />land use designations based on City approvals to December 31, 2002 including a <br />spreadsheet breakdown of each designation by area and percent of total city land area. <br /> <br />The changes that occurred in this section include: the modification for Planning District <br />14 regarding Accessible Space/VSI (Lexington and Roselawn) amending the land use <br />designation from Low Density Residential (LR) and Business (B) to High Density <br />Residential (HR); Planning District 3 regarding adoption of Arona Site Redevelopment <br />Master Plan and finally the adoption of text amendment for the County Road C <br />Streetscape Framework Manual. <br /> <br />A demographic summary by Planning District will be included to illustrate changes from <br />1990 to 2000. <br /> <br />2.5 Section 5 - Transportation: Detail relating to the County Road C Streetscape <br />Framework Manual will be incorporated as well as information pertaining to the North <br />East Diagonal Transportation Corridor and the Rosedale Transit Hub. <br /> <br />2.6 Section 6 - Housing & Neighborhood Plans: The City continued its contract with the <br />Housing Resource Center (HRC) in 2002 through the 1-35W Coalition. This contract <br />affords residential property owners an opportunity to seek information regarding home <br />improvements and financial assistance.
