<br />2.0 2002 COMPREHENSIVE PLAN REVISIONS - A chart of the entire plan, sections, <br />and appendices is incorporated in the front of the Plan. Changes for 2002 are shown in <br />red - See "City of Roseville Comprehensive Plan Amendments". <br />PLAN SUMMARY. The Roseville Comprehensive Plan includes an updated executive <br />summary, that briefly describes all the ingredients of the Plan. In addition in 2001, a Citizen's <br />Guide to the Comprehensive Plan (a Plan snapshot) was prepared and is distributed as a printed <br />document at City Hall and within the web page. <br /> <br />SECTION 1 - The Plan & The Updating Process: This section was updated and describes the <br />Comprehensive Plan review and updating process, and includes the historical Plan amendment <br />summary and a copy of the City Council action. <br /> <br />SECTION 2 - The Land & Its People: This section reviews Roseville from a historical, <br />geographical, physical, and demographic perspective. The demographic profile has been <br />rewritten and includes Census 2000 information about Roseville. The updated information is <br />incorporated into the 2002 affirmation. <br /> <br />SECTION 3 - Goals & Policies: Minor changes in the goals & policy section will occur to be <br />consistent with recent master plans, i.e., Twin Lakes Business Park, Arona-Hamline. <br /> <br />SECTION 4 - Land Use by Planning District: The Existing Land Use Map illustrates existing <br />land uses, including a spreadsheet breakdown of each designation by area and percent of total <br />City land area. <br /> <br />The Comprehensive Plan Future Land Use Map illustrates all future land use designations based <br />on City approvals to December 31, 2002 including a spreadsheet breakdown of each designation <br />by area and percent of total city land area. <br /> <br />The changes that occurred in this section include: the modification for Planning District 3 <br />regarding the Arona-Hamline Neighborhood Master Plan which establishes new uses - primarily <br />multi-family housing - for 35 acres including 13 acres of former city land and 6 acres of the <br />Hamline Shopping Center site. Planning District 14 wherein the former business and residential <br />site of the Kath Fuel Station was converted to a mixed use development including multi-family <br />and office condominiums. Primarily located in Planning District 10 the Transportation Plan was <br />amended to include the County Road "c" Design Framework. This section also includes new <br />demographic summaries for each Planning District comparing 1990 to 2000 Census data. <br /> <br />SECTION 5 - Transportation: For the Year 2002, the Transportation Plan was amended to <br />include the County Road "c" Design Framework. All interstate and county road design and <br />functions as they related to adjoining land use, as well as transportation systems, are currently <br />under review by the North Metro 1-35W Corridor Coalition. Amendments will be implemented <br />in 2003-2004.
