<br />SECTION 6 - Housing & Neighborhood Plans: The City continued its contract with the <br />Housing Resource Center (HRC) in 2002 through the 1-35W Coalition. This contract affords <br />residential property owners an opportunity to seek information regarding home improvements <br />and financial assistance. In 2002, the City created a Housing and Redevelopment Authority <br />(HRA) to pro actively address housing issues. <br /> <br />SECTION 7 - Economic & Redevelopment Plans: This section contains building permit <br />activity for the Year 2002. Also contained in this section are a number of redevelopment projects. <br />Listed below is a progress report of those projects: <br /> <br />. City Center Campus: In November 2002, the voters approved a $9.7 million <br />referendum to construct a police facility and expand the public works facility <br />within the city campus. <br /> <br />. Twin Lakes: Approval of amendments to comprehensive plan for business park <br />on June 26,2001. Amendments approved by the Metropolitan Council on <br />October 24,2001. Alternative Urban Area Wide (AUAR) approved by the <br />Environmental Quality Board (EQB). In fall 2002, the City Council began <br />reviewing proposals for use of portions of Twin Lakes, with construction expected <br />in late 2003 or spring 2004. <br /> <br />. Arona Site: In March, approved the 35 acre Arona/Hamline Neighborhood <br />Master Plan. The City Council accepted proposals and selected one for further <br />study and possible land use applications in 2003. <br /> <br />SECTION 8 - Environmental Protection: Revisions to this section are currently being <br />completed. The Capital Region Watershed formed in 1999. They developed their storm water <br />management plan in 2000. The Plan has been adopted by reference within the Comprehensive <br />Plan. In 2002 the City began preparation of a new storm water management document and plan, <br />expected to be ready for adoption in the spring of 2003. <br /> <br />SECTION 9 - Parks: The Park Systems Plan is being revised and will be incorporated in the <br />2002 affirmation. The Roseville Park and Recreation Department completed a Natural <br />Resources Inventory and an "Environmental Lands Protection Plan" that will also be <br />incorporated into the 2002 affirmation. <br /> <br />SECTION 10 - Community Facilities: The Department of Public W orkslEngineering has <br />created digital mapping for the City's sanitary sewer, storm sewer, water main, and all public <br />easements. These maps are incorporated into the 2002 affirmation. <br /> <br />SECTION 11 - Implementation Strategies: The City of Roseville continues as a partner in the <br />North Metro 1-35W Corridor Coalition, a collaborative planning process for the 35W that <br />included six other cities.
