SECTION 6 - Housing & Neighborhood Plans: The City continued its contract with the Housing Resource Center (HRC) in 2002 through the 1-35W Coalition. This contract affords residential property owners an opportunity to seek information regarding home improvements and financial assistance. In 2002, the City created a Housing and Redevelopment Authority (HRA) to pro actively address housing issues. SECTION 7 - Economic & Redevelopment Plans: This section contains building permit activity for the Year 2002. Also contained in this section are a number of redevelopment projects. Listed below is a progress report of those projects: . City Center Campus: In November 2002, the voters approved a $9.7 million referendum to construct a police facility and expand the public works facility within the city campus. . Twin Lakes: Approval of amendments to comprehensive plan for business park on June 26,2001. Amendments approved by the Metropolitan Council on October 24,2001. Alternative Urban Area Wide (AUAR) approved by the Environmental Quality Board (EQB). In fall 2002, the City Council began reviewing proposals for use of portions of Twin Lakes, with construction expected in late 2003 or spring 2004. . Arona Site: In March, approved the 35 acre Arona/Hamline Neighborhood Master Plan. The City Council accepted proposals and selected one for further study and possible land use applications in 2003. SECTION 8 - Environmental Protection: Revisions to this section are currently being completed. The Capital Region Watershed formed in 1999. They developed their storm water management plan in 2000. The Plan has been adopted by reference within the Comprehensive Plan. In 2002 the City began preparation of a new storm water management document and plan, expected to be ready for adoption in the spring of 2003. SECTION 9 - Parks: The Park Systems Plan is being revised and will be incorporated in the 2002 affirmation. The Roseville Park and Recreation Department completed a Natural Resources Inventory and an "Environmental Lands Protection Plan" that will also be incorporated into the 2002 affirmation. SECTION 10 - Community Facilities: The Department of Public W orkslEngineering has created digital mapping for the City's sanitary sewer, storm sewer, water main, and all public easements. These maps are incorporated into the 2002 affirmation. SECTION 11 - Implementation Strategies: The City of Roseville continues as a partner in the North Metro 1-35W Corridor Coalition, a collaborative planning process for the 35W that included six other cities.
