The Capital Improvement Program (CIP) is required by State Statute 462.356 to be part of the Comprehensive Plan review process in this sense: Annually, the Planning Commission reviews the list of implementation projects (for 2002) and advises/affirms whether they are consistent with land use provisions and policies of the Comprehensive Plan. The Commission also reviews the remainder of the five-year CIP as a "guide" and advises on consistency with the Plan or recommend changes in the Plan to create more consistency. The Commission is not charged with the task of reviewing and advising on financial feasibility or budgetary issues. SECTION 12 - Appendices: Comprehensive Plan Appendices, Book 2 continues to be updated to retain implementation programs and other works and "white papers" for each Section. It also contains a summary of the five-year capital improvement program consistent with the Comprehensive Plan. 3.0 STAFF RECOMMENDATION 3.1 The Community Development Staff recommends approving and recommends adoption of the 2002 revisions to the Comprehensive Plan. 4.0 PLANNING COMMISSION ACTION 4.1 On January 8, 2003 the Planning Commission opened the continued public hearing on the Comprehensive Plan and 2003 Capital Improvement Program (CIP) affirmation, requested public comments regarding updates/changes within the Comprehensive Plan. No further comments were received. The Commission then approved and recommend adoption of the 2002 revisions to the Comprehensive Plan.(5-0). Finally, the Commission found that the 2003 Capital Improvement Program (CIP) is consistent with the 2002 Comprehensive Plan and recommended adoption. 5.0 SUGGESTED COUNCIL ACTION: 5.1 By motion, affirm the 2002 changes and revised reformat, officially include the changes in the Plan, and adopt the 2002 Comprehensive Plan, Maps, and corresponding zoning maps, and find that the 2003 Budget's Capital Improvement Program is consistent with the Comprehensive Plan. Note: The complete plan and appendix will be available for distribution to the public on CDs from the Community Development Department for a cost of $5.00. Copies will be available for review at the Community Development office in City Hall, at the Roseville Library, and on the City of Roseville Internet Home Page. 60-Day Time Limit: Not applicable.
