<br />The Capital Improvement Program (CIP) is required by State Statute 462.356 to be part of the <br />Comprehensive Plan review process in this sense: Annually, the Planning Commission reviews <br />the list of implementation projects (for 2002) and advises/affirms whether they are consistent <br />with land use provisions and policies of the Comprehensive Plan. The Commission also reviews <br />the remainder of the five-year CIP as a "guide" and advises on consistency with the Plan or <br />recommend changes in the Plan to create more consistency. The Commission is not charged with <br />the task of reviewing and advising on financial feasibility or budgetary issues. <br /> <br />SECTION 12 - Appendices: Comprehensive Plan Appendices, Book 2 continues to be updated <br />to retain implementation programs and other works and "white papers" for each Section. It also <br />contains a summary of the five-year capital improvement program consistent with the <br />Comprehensive Plan. <br /> <br />3.0 STAFF RECOMMENDATION <br /> <br />3.1 The Community Development Staff recommends approving and recommends adoption of <br />the 2002 revisions to the Comprehensive Plan. <br /> <br />4.0 PLANNING COMMISSION ACTION <br /> <br />4.1 On January 8, 2003 the Planning Commission opened the continued public hearing on the <br />Comprehensive Plan and 2003 Capital Improvement Program (CIP) affirmation, <br />requested public comments regarding updates/changes within the Comprehensive Plan. <br />No further comments were received. The Commission then approved and recommend <br />adoption of the 2002 revisions to the Comprehensive Plan.(5-0). Finally, the Commission <br />found that the 2003 Capital Improvement Program (CIP) is consistent with the 2002 <br />Comprehensive Plan and recommended adoption. <br /> <br />5.0 SUGGESTED COUNCIL ACTION: <br /> <br />5.1 By motion, affirm the 2002 changes and revised reformat, officially include the <br />changes in the Plan, and adopt the 2002 Comprehensive Plan, Maps, and <br />corresponding zoning maps, and find that the 2003 Budget's Capital Improvement <br />Program is consistent with the Comprehensive Plan. <br /> <br />Note: The complete plan and appendix will be available for distribution to the public on CDs <br />from the Community Development Department for a cost of $5.00.
