EXECUTIVE SUMMARY

The City of Roseville Comprehensive Plan

Preface: Because the City of Roseville believes in thinking strategically and
understanding the current and future needs of the resident and customer, it has created a
statement of its mission, vision, goals and policies. This "statement" is the Roseville
Comprehensive Plan ("Plan"). What follows is a summary of the Plan and related
studies, which may be viewed on the Internet, through use of a CD, or in 1500 pages of
paper. In any form, it is the City's officially adopted policy document used by citizens,
elected and appointed officials, and staff to provide background and direction on City
development decisions.

SECTION 1. THE CITY AT A GLANCE.

Roseville - a City of People, Jobs, and Parks - is a link, bridging the northern
borders of Saint Paul and Minneapolis. It is a first-ring, fully developed suburb
and home to 33,600 residents, 2,100 businesses, and 34,800 jobs. With 14.7 square
miles, Roseville is the third largest city in Ramsey County. The County, with
508,000 residents, is home to the State Capital in Saint Paul and to seven colleges
or universities.

At the turn of the century, Roseville was a farming community from where
flowers and farm vegetables were sent to Saint Paul, garbage was sent to the
farms, and well-fed pigs were sent to market. Suburban growth in Roseville
began in the 1940's when Saint Paul residents followed the state and county
highways north, buying larger lots just beyond the city.

Incorporated in 1948, Roseville has grown into a diverse, well-planned,
financially stable, full-service community. As a community Roseville has
received numerous awards. School districts have won national merit awards as
well as state athletic awards. The park and recreation system has received a
national gold medal. Roseville's business community includes local retail stores
with sales in the top 5% in the nation and businesses that are global leaders in
medical research, data storage and security, and identification systems for blood
and mechanical parts.

Growth in Roseville occurred in the 1960s and 1970s when Roseville grew from
less than 8,000 to over 30,000 residents. (See map, Section 1) The majority of the
residential growth has occurred east of Snelling Avenue and south of State
Highway 36, while commercial and industrial growth has generally occurred in
areas west of Snelling and north of Highway 36. The regional shopping center,
Rosedale, is located at Snelling and Highway 36. One mile west of Snelling is
Interstate 35W. Between I-35W and Roseville's western border, a distance of over

Roseville Comprehensive Plan - 2002 Update

Executive Summary -Page 1 of 16
