The area where most of the City capital investment has occurred since 1990 is
the road system. Nearly $20 million has been spent to rebuild Roseville's
road system. The park system has acquired over 80 acres of new parkland at a
cost of nearly $2 million. A Wildlife Rehab Center has been added to the
Nature Center in 2002. In addition, the City built the Oval Skating Center, a
state-of-the-art Gymnastics Center and two new, shared school-city
gymnasiums. It also refurbished many of the 28 parks. Based on the
November 2002 referendum, $9.7 million will be spent in 2003 and 2004 to
improve police and public works facilities on the city center campus. Maps
within the Plan show locations of major capital projects between 1990 and
2000 and include roads, utilities, pathways, new parks and park
improvements.

The Roseville Comprehensive Plan is divided into 11 sections by topic and an
appendix. What follows is a summary of Sections 2 through 11 of the
Comprehensive Plan.

SECTION 2. DEMOGRAPHY.

Who lives and works here? Where are the children? Many people ask for details
about the demographic make-up of the community. Section 2, the Community
Profile provides answers in charts and maps illustrating Roseville's population
by age, sex, density, ownership, tenure and other measures. Over the past 40
years the community has grown from less than 8,000 residents in 1950 to 33,690
in the 2000 Census. By 2020 at maximum, Roseville will grow by about 10
percent to a total of 37,000 residents. The median resident age is slightly more
than 41 years. By age group, Roseville has a growing senior population and a
shrinking youth group. Over the past 40 years, the under 5 age group has
declined from 16 percent of the population to less that two percent; those
between 5 and 19 have declined from 32 percent of the population to slightly
more than 15 percent; and those over age 65 have increased from two percent to
nearly 20 percent. Typical of most first ring suburbs, senior females make up as
much as 60 percent of the over 65 age group. Racially, Roseville is made up of
nearly 90 percent white Americans and ten percent minorities. The largest
minority consists of Asian Americans which doubled in size in the last ten years
to now account for five percent of the population.

SECTION 3. GOALS AND POLICIES.

The view of the future or "vision" of Roseville is contained in a process called
Vista 2000 and Vista 2010. This citizen participation process is a critical part of
updating the Roseville Comprehensive Plan. The question, "What should
Roseville look like in the next ten years?" is asked for many topics such as land
use, transportation, housing, neighborhoods, economic development,

Roseville Comprehensive Plan - 2002 Update

Executive Summary -Page 5 of 16
