<br />REQUEST FOR PLANING COMMISSION ACTION <br /> <br />DATE: 05/07/03 <br />ITEM NO: <br /> <br />Department Approval: <br />DPW <br /> <br />Agenda Section: <br />HEARING <br /> <br />Proposed Accessory Housing Unit Ordinance (PF 3~) <br /> <br />Manager Approved: <br /> <br />Item Description: <br /> <br />REQUEST: Establish requirements within the Roseville City Code allowing accessory <br />dwelling units (ADUs). Provide further direction on proposed ordinance. <br /> <br />1.0 BACKGROUND <br /> <br />1.1 In the fall of 2002, Mr. David Ault, property owner at 320 North McCarrons Boulevard <br />requested approval to create an accessory "mother-in-law" or guest house on his site. He <br />requested staff to find a time to discuss the policy (and possible ordinance change) with <br />the Council. The Council discussed this item on October 14, 2002. The Planning Staff <br />was asked to provide background and clarify the City's policy regarding accessory <br />housing units. <br /> <br />1.2 On October 14th the Council expressed concern with the definition - was the purpose of <br />the accessory unit for relatives (such as care for an elder or a young adult) or rental to the <br />general public. Can homestead or rental tax value be a restriction or condition on the <br />unit? Could there be a rental licensing provision? Can the city enforce the provisions? <br />How can the city get more public input on this concept? Can an accessory unit be used for <br />a home occupation in addition to being used as housing. A standard Roseville lot (11,000 <br />s.f.) may not be large enough for a separate detached unit on the same site. How can the <br />exterior design be consistent with the principle structure on the site and the with the <br />neighborhood? <br /> <br />1.3 The staff has had requests to establish such units on the same lot, or in the same <br />residential building, but the City Code simply does not address the issue. A number of <br />cities in the metro area do allow accessory apartments or guest houses either by direct <br />right or by a permit process. As an example (attached) is the City of Shoreview <br />regulation. <br /> <br />1.4 Staff Recommendations: Staff recommended approval of the concept. Hold the hearing <br />on amending the City Code using the draft language or modifications. Take action which <br />would be in the form of a recommendation to the City Council. <br /> <br />1.5 Suggested Planning Commission Action: <br /> <br />Review attached draft ordinance. Recommend approval (or modifications, denial) by <br />motion. <br /> <br />1 <br />
