<br />Minneapolis City Planning Department Report <br />Text Amendment <br /> <br />The Minneapolis Plan is filled with numerous policies regarding housing. When reviewing a land use <br />application, the Planning Department is asked to make a finding regarding the application's <br />compatibility with the policies of the comprehensive plan. <br /> <br />Some of the applicable policies relating to land use are as follows: <br /> <br />1. Design new scattered site or multi-unit housing to match the characteristics and housing <br />types of the community in which it is located. <br /> <br />2. Emphasize recycling of existing housing stock through renovation and rehabilitation. <br /> <br />3. Encourage infill housing. <br /> <br />4. Reduce the number of boarded buildings. <br /> <br />5. Infill development standards must reflect the setbacks, orientation, pattern, materials, <br />height and scale of surrounding one and two family dwellings. <br /> <br /> <br />Based on discussions with other communities that have implemented an accessory dwelling unit <br />ordinance, it was reported that this housing concept was studied for a period of two to five years. The <br />analysis conducted by other communities included a trial study area and status reports. In 2001, <br />Planning Commission and City Council accepted this type of action suggested by the Planning staff. <br />Staff delivered a status update within six months of the adoption of the NP Overlay. The update was <br />simply that no applications had been submitted. Planning staff again suggests that status reports be <br />presented to Planning Commission on a six to twelve month basis. <br /> <br />Planning staff is working on criteria to assess the success of the AD overlay. The assessment of this <br />amendment's success may determine if and where other neighborhoods in the city should be mapped <br />with the overlay and may suggest amended policies to the text. <br /> <br />Citywide Eligibility: <br />Due the increased interest by other stakeholders in the city, Planning staff believes it is critical to <br />establish the text of this overlay in a manner that could be applied citywide if, in the future, additional <br />neighborhoods come forward requesting a change to the established boundaries of this overlay. Since <br />the introduction of this change to the North Phillips Overlay, Planning staff has received comments from <br />stakeholders indicating that the provision for owner-occupancy should remain in the Accessory <br />Dwelling Overlay. The stakeholders included individuals that belong to the Corcoran Neighborhood, <br />Powderhorn Park and Northside Residents Council. In addition, S.E. Como, Prospect Park and Marcy- <br />Holmes have raised concerns to their Council Members. <br /> <br />Are there conseQuences in denvin2 this amendment? <br />Citizens and stakeholders associated with Ventura Village have spent a number of years analyzing this <br />specific development and have been working hard to try to accomplish their goal. These stakeholders <br />believe they are addressing the issues of their neighborhood by utilizing accessory dwellings as part of <br />the solution. According to public testimony, there are a number of people that will build these accessory <br />dwellings. The group has targeted $640,000 of NRP money for this type of development, granting <br /> <br />Page 9 <br />
