<br />A. The proposed detached accessory building will not create additional traffic nor the <br />need for additional public facilities. <br /> <br />B. The detached accessory building does not impact parks or other public facilities. <br /> <br />C. The detached accessory building fits well into the rear yard. Staff would not <br />advocate screening of neighboring properties unless those adjacent residents <br />request such screening. <br /> <br />D. The detached accessory structure will not have an impact on the market value of <br />contiguous property. <br /> <br />E. There appears to be no impact on general health, safety, and public welfare. <br /> <br />F. The project complies with the Comprehensive Plan designation (via the CUP and <br />variance process) as a Low Density Residential use. <br /> <br />6.0 STAFF RECOMMENDATION; <br /> <br />6.1 The Community Development Staff recommends the approval a 86 square foot variance <br />to Section 1004.01A4 of the Roseville City Code and a conditional use permit for Oscar <br />Knudson, 2749 Woodbridge Street, based on the comments and findings of Section 5 of <br />the project report dated December 4, 2002 and subject to the following conditions: <br /> <br />A. A maximum combined accessory building total size of 1,094. <br /> <br />B. The elimination of the allowance of a 120 square foot garden shed (allowed under <br />Section 1004.01A2) <br /> <br />C. The use of the detached accessory buildings (garage) being limited to residential <br />storage and use only. <br /> <br />D. The conditional use permit expires 6 months after approval if a building permit <br />has not been issued (Section 1013.03). <br /> <br />7.0 SUGGESTED PLANNING COMMISSION ACTION; <br /> <br />7.1 By motion, recommend approval (approval with modifications or denial) of a 86 <br />square foot variance from Section 1004.01A4 of the Roseville City Code to allow Mr. <br />Oscar Knudson to retain an existing 230 square foot accessory building for property <br />located at 2749 Woodbridge Street, based on the comments and findings in Section 5 <br />and conditions stipulated in Section 6 of the project report dated December 4, 2002. <br /> <br />PF3442 RPCA 120402 Page 5 of 6 <br />
