REQUEST FOR HRA ACTION <br />Date: 1-20-15 <br />Item No: 2.a. <br />Staff Approval: Agenda Section: <br /> Roll Call <br />Item Description: Election of Officers for the Housing & Redevelopment Authority in and <br />for the City of Roseville for 2015 and affirming by-law <br />Background <br />11.0 <br />2 <br />3Per State Statute 469.011 - Authority operations, the HRA shall elect officers, affirm the <br />4bylaws and set regular meeting dates that are open to the public. <br />5 <br />6 469.011 Authority operations. <br />7 <br />8 Subdivision 1. Powers in commissioners; quorum. The powers of each <br />9authority shall be vested in its commissioners in office at any time; a majority of <br />10whom shall constitute a quorum for all purposes. <br />11 <br />12 Subd. 2. Officers; bylaws. Each authority shall select a chair, vice chair and <br />13a secretary from among its commissioners and shall adopt or affirm bylaws and <br />14other rules for the conduct of its affairs that it deems appropriate. <br />15 <br />16 Subd. 3. Meetings. The regular meetings of an authority shall be held in a <br />17fixed place, except that meetings of a multicounty authority may be held <br />18anywhere within the boundaries of the area of operation of the authority or within <br />19any additional area where the authority is authorized to undertake a project, and <br />20shall be open to the public. <br />21 <br />22Attached is the Housing & Redevelopment Authority By-Laws. Items that should be <br />23reviewed annually include the regular meeting dates and times and election of officers. <br />24Election of the Chairman, Vice Chairman and Secretary must be HRA Board members. <br />25 <br />26Elections can be done by a nomination process. Any HRA member can be nominated by <br />27another Board member. However, the member nominated must accept the nomination to be <br />28considered. If more than one member is nominated for the same board position, there must <br />the vote for all members nominated for <br />29be a vote of the Board individually. Otherwise, <br />each position can be done as part of the approval of the resolution <br />30.
