Presentation materials included Ramsey County Housing data and online base <br />10 <br />maps: age of Roseville housing stock and apartment properties from 1980 – 2014; Roseville <br />11 <br />demographics; and links and other websites to review nationwide data in comparison to that of <br />12 <br />Roseville and other similar communities. Mr. Koepp reviewed the website: Esri.com/tapestry <br />13 <br />and explained this nationwide database, generically distilling the data into 67 different market <br />14 <br />segments identified by statistics and spanning the entire United States and providing more <br />15 <br />detailed statistical analyses from various sources beyond just periodic census data. <br />16 <br />17 <br />In an interactive review of available data with the HRA, Mr. Koepp noted specific Roseville <br />18 <br />information, including comparing home ownership with rentals and national trends; and <br />19 <br />availability of more current information available than the 2010 census to provide a more <br />20 <br />accurate snapshot of socio-economic data. <br />21 <br />22 <br />Mr. Koepp noted a census project called “OnTheMap,” providing current information on <br />23 <br />where people work and computing analyses from that data and providing a profile analysis. <br />24 <br />From that information, Mr. Koepp highlighted daily growth in Roseville during the day as the <br />25 <br />City imported 31,681 people, with 14,030 employees living here and working outside <br />26 <br />Roseville, and an estimated 1,704 living and working in Roseville. Mr. Koepp noted that this <br />27 <br />supported previous interpretations that more people beyond just residents were utilizing city <br />28 <br />services during the day. <br />29 <br />30 <br />Mr. Koepp also provided an on line Ramsey County map application entitled “MapRamsey,” <br />31 <br />providing monthly foundational property data, including parcel data, aerial photography, <br />32 <br />property revenue and valuation data, assessment data per property, and exterior and interior <br />33 <br />data on physical structures on the property, as well as historical sales information on <br />34 <br />properties. <br />35 <br />36 <br />Ms. Kelsey and Mr. Koepp reviewed building permit data, as previously requested by the <br />37 <br />HRA, for the years 2009 – 2013 for single-family residents in Roseville, eliminating minor <br />38 <br />fixed fee permits for low value items (e.g. water heaters); and included those larger items <br />39 <br />requiring plan review and categorized by property and total valuation of those permits. Mr. <br />40 <br />Koepp clarified that the data could represent multiple permits and various projects during that <br />41 <br />time period, but should provide preliminary information on the number of properties and a <br />42 <br />dollar amount of those improvements during the five year period. Staff reviewed the <br />43 <br />valuations between $5,000 and $20,000; and cumulative percentage of total permits issues. <br />44 <br />Ms. Kelsey suggested a more detailed review of this data may indicate where the HRA may <br />45 <br />choose to increase their loan program depending on the percentage of permits it wished to <br />46 <br />capture city-wide. Mr. Koepp noted that there was no easily identifiable trough showing a real <br />47 <br />gap from any particular range, but there appeared to be activity in all building permit valuation <br />48 <br />categories, but less so at the higher valued improvements. <br />49 <br />50 <br />At the request of Member Lee, Ms. Kelsey advised that most HRA loans are coming in under <br />51 <br />the maximum amount available. <br />52 <br />53 <br />Member Lee questioned if an income cap whether it would increase the amount of loans <br />54 <br />sought, or if it may not spur additional use due to the affordability of financing in the private <br />55 <br />marketplace. <br /> <br />
