Regular Planning CommissionMeeting Minutes –Wednesday, December 3, 2014 Page 2 Mr. Paschke clarified that the display of boats for sale was part of their display, and that 43 the boats were not stored for long periods of time, but used as a staging area. 44 Applicant Glenn Kloskin, Owner of Boaters Outlet 45 Mr. Kloskin addressed the area in question, noting that the display area had never really 46 been used for display, but only as a landing area to service boats; and noted that they 47 were pulled into the back area every night.Mr. Kloskin suggested that observing them in 48 the display area my mean they were just dropped off and had not yet been driven behind 49 the fence. 50 Member Cunningham sought clarification from Mr. Kloskin that the boats were not sitting 51 there for a number of days. 52 Mr. Kloskin confirmed that they had been delayed in relocating the boats since winter 53 came early and with delivery of a truckload of new boats, they were behind in getting 54 them out of the shrink wrap and inside the storeroom.Mr. Kloskin assured the 55 Commission that this was unusual and apologized that 3 or 4 boats had been there for 56 approximately 7 to 10 days, but advised that they will be relocated shortly. 57 Given this situation, Vice Chair Boguszewski asked if this was an anomaly based on the 58 ebb and flow of their business, or if it needed to be addressed as part of this Interim Use 59 renewal consideration. 60 Mr. Kloskin advised that it would typically happen only twice annually. 61 If this Interim Permit were not approved, Vice Chair Boguszewski asked Mr. Kloskin if it 62 would limit the ability for him to run his business. 63 Mr. Kloskin responded that it would put him into bankruptcy. 64 Vice Chair Boguszewski asked Mr. Kloskin if he had any plans to alter his business 65 model or practices over the next five years, or if he intended to continue operating as in 66 the past under the current Interim Use permit. 67 Mr. Kloskin responded that he had no intent to increase traffic beyond what it had been, 68 nor any intent to hire additional staff or increase the volume of his business. 69 Vice Chair Boguszewski closed Public Hearing at 6:33p.m.;no one spokefor or against. 70 MOTION 71 Member Cunninghammoved, seconded by Member Murphy o recommend to the 72 City Council renewed approval of the proposed Interim usefor outdoor storage of 73 boats for Boaters Outlet at 1705 County Road CWest, subject to the conditions A 74 through E as listed in the staff report, lines 86 through 104and in accordance with 75 Resolution No. 10770 (Attachment C) initially adopted December 16, 2009;and 76 based on the comments and findings outlined in the staff report dated December 3, 77 2014, as conditioned. 78 Ayes:4 79 Nays: 0 80 Abstentions: 1 (Murphy) 81 Motion carried. 82 Vice Chair Boguszewski advised that anticipated City Council action on this matter was 83 scheduled for January 12, 2015. 84 b.PLANNING FILE 14-029 85 Request by HR LLC for approval of a preliminary platat 2750 Cleveland Avenue 86 Vice Chair Boguszewski opened the Public Hearing for Planning File 09-029at 6:35p.m. 87 City Planner Thomas Paschke summarized the request and staff’s analysis as detailed in 88 the staff report dated December 3, 2014, for the remainder of the former “Old Dominion” 89 property in the Twin Lakes Redevelopment Area for development of two hotels on the 90 site, a 100 unit, five story Hampton Inn and a 105-unit, five story Home2 Suites. 91
