Planning Commission Regular Meeting City Council Chambers, 2660 Civic Center Drive Minutes – Wednesday, September 3, 2014 1. Call to Order 1 Chair John Gisselquist called to order the regular meeting of the Planning Commission meeting at 2 approximately 6:30 p.m. and reviewed the role and purpose of the Planning Commission. 3 2. Roll Call & Introduction 4 At the request of Chair Gisselquist, City Planner Thomas Paschke called the Roll. 5 Members Present: Chair John Gisselquist; Vice Chair Michael Boguszewski; and Members 6 James Daire; David Stellmach; Mohamed Keynan; Robert Murphy; and 7 Shannon Cunningham 8 Staff Present: City Planner Thomas Paschke; Senior Planner Bryan Lloyd; and 9 Community Development Director Paul Bilotta 10 3. Review of Minutes 11 August 6, 2014 Regular Meeting Minutes 12 MOTION 13 Member Daire moved, seconded by Member Murphy to approve the August 6, 2014 14 meeting minutes as amended . 15 Corrections: 16  Page 12, Line 557 (Stellmach) 17 Correct to read: “Member Stellmach \[stated that he\] \[asked if staff\] had the sense that under…” 18 Ayes: 7 19 Nays: 0 20 Abstentions: 21 Motion carried. 22 4. Communications and Recognitions: 23 a. From the Public (Public Comment on items not on the agenda) 24 None. 25 26 b. From the Commission or Staff 27 As noted on his previous e-mail to Members, Mr. Paschke requested a preferred date 28 change for the October 1, 2014 meeting at their discretion. 29 By consensus, the October Variance Board/Planning Commission meetings were 30 rescheduled from October 1 to October 8, 2014, with staff directed to duly notice 31 meetings accordingly. 32 5. Public Hearings 33 Chair Gisselquist reviewed the protocol for Public Hearings and subsequent process. 34 a. PROJECT FILE 001, Subdivision Ordinance 35 Request by the Community Development Department to amend in its entirety Title 36 11, Subdivision of Roseville City Code 37 Chair Gisselquist continued the Public Hearing for Project File 001 at 6:35 p.m. 38 Continuing from previous discussions, Senior Planner Bryan Lloyd reviewed Type 1, 2 39 and 3 subdivisions and revisions to how those different subdivisions were proposed to be 40 handled. Mr. Lloyd reviewed the proposed types and their specifics revised from the 41 current process and streamlined code text related to the approval process depending on 42 their applicable type and the engineering portions relocated within the engineering 43 context of City Code versus within a subdivision code and recording of new property 44 descriptions and lot boundaries with Ramsey County. 45
