DPZA <br />ETAILEDROPOSAL AND ONINGNALYSIS <br />1 <br />The applicants propose to redevelop the former Counrtyside Restaurant site into a new 276-seat <br />2 <br />Pizza Lucé location. The proposed improvements include a new 6,840 square foot building with <br />3 <br />screened patio and a 95-stall parking lot. The site plan and written narrative detailing the <br />4 <br />proposal is included with this report as Attachment C. <br />5 <br />City Code §1011.04 (Tree Preservation and Restoration in All Districts) requires all properties in <br />6 <br />Roseville seeking development to obtain approval of a tree preservation and restoration plan <br />7 <br />from the Community Development Department prior to the issuance of a grading or building <br />8 <br />permit. The purpose of this requirement is to create a plan for preserving and replacing trees lost <br />9 <br />as an outcome of a site development. The Code requires all trees 6 inches or greater to be <br />10 <br />identified on a site plan, including diameter at breast height (DBH) and their species. Deciduous <br />11 <br />trees greater than 27 inches and coniferous trees greater than 24 inches are considered heritage <br />12 <br />trees and are treated differently in the replacement formula, while trees between 6 inches 24 <br />13 <br />inches (for coniferous trees) and 27 inches (for deciduous trees) are considered significant trees. <br />14 <br />In the case of the Pizza Lucé site, there are 18 mature trees that remained from when the property <br />15 <br />was first developed into the Countryside Restaurant in 1956. Most of these significant trees are <br />16 <br />oaks and are grouped together in the north central portion of the site where the expanded parking <br />17 <br />lot is planned to be developed. Of the 18 trees identified, the inventory provided indicates 14 <br />18 <br />good (13 significant and 1 heritage), 1 fair (significant), 1 dead/felled (heritage), and 2 poor <br />19 <br />(significant) trees. Planning staff has inspected the trees and concurs with the inventory’s <br />20 <br />assessment (Attachment D). <br />21 <br />City Code §1011.03 (Landscaping and Screening in All Districts) requires properly sized and <br />22 <br />placed islands in all parking lots with more than 25 parking stalls. Specifically, new or expanded <br />23 <br />parking lots are required to install a 160 sq. ft., 5-foot-wide, island every 15 parking stalls, and <br />24 <br />the island area is to be used for the installation of a canopy tree and other shrubbery. The <br />25 <br />original proposal by Pizza Lucé included a 95-stall parking lot with 9 properly sized and located <br />26 <br />islands throughout the site (Attachment E). <br />27 <br />One of the steps in the building permit approval process includes the City Planner’s review of all <br />28 <br />Zoning Code items affecting the development. During the Pizza Lucé review it was concluded <br />29 <br />that a tree preservation and replacement plan had not been submitted. Pizza Lucé’s <br />30 <br />representatives were notified and submitted the required plan. The following is the City <br />31 <br />Planner’s assessment of the submitted tree preservation and replacement plan for the subject site: <br />32 <br />The 16 significant trees total 320 DBH inches of which 35% (112 DBH inches) can be <br />33 <br />removed without penalty, leaving 208 DBH inches. The replacement formula for significant <br />34 <br />trees is the number of DBH inches multiplied by 0.5, which means Pizza Lucé must install <br />35 <br />104 caliper inches. Similarly, the heritage tree that remains is 30 DBH inches of which 15% <br />36 <br />(5 DBH inches) can be removed without penalty, leaving 25.5 DBH inches. The heritage <br />37 <br />tree replacement formula is the number of DBH inches multiplied by 2.0, which means Pizza <br />38 <br />Lucé must replace 51 caliper inches.
