Variance Board Meeting
City Council Chambers, 2660 Civic Center Drive
Minutes – Wednesday, September 3 2014 – 5:30 p.m.
1. Call to Order
1
Chair Boguszewski called to order the Variance Board meeting at approximately 5:30 p.m. and
2
reviewed the role and purpose of the Variance Board.
3
2. Roll Call & Introductions
4
At the request of Chair Boguszewski, City Planner Thomas Paschke called the Roll.
5
Members Present:
Chair Michael Boguszewski; and Commissioners Robert Murphy and
6
Alternate Variance Board Member Jim Daire.
7
Members Absent:
Member Shannon Cunningham was delayed due to traffic.
8
Staff present:
City Planner Thomas Paschke and Senior Planner Bryan Lloyd
9
3. Review of Minutes
10
MOTION
11
Member Murphy moved, seconded by Member Daire to approve meeting minutes of July 9,
12
2014 as presented.
13
Ayes: 3
14
Nays: 0
15
Motion carried.
16
4. Public Hearings
17
a. PLANNING FILE 14-021
18
Request by Andy Walz for a VARIANCE to Table 1004-1 of Roseville City Code to
19
allow a detached garage to encroach into the required front and side yard
20
setbacks; and a driveway to encroach into the required side yard setback at 39
21
South Owasso Boulevard
22
Chair Boguszewski opened the Public Hearing for Planning File 14-021 at 5:34 p.m.
23
Senior Planner Bryan Lloyd summarized the request as detailed in the staff report dated
24
September 3, 2014, and staff’s analysis of the variance request for reconstruction of a
25
modest two-car garage; based on the comments and findings outlined in the staff report,
26
and the site plan and written narrative detailing the proposal in Attachment C; and subject
27
to conditions as noted.
28
Mr. Lloyd noted the other variance request coming before the body tonight, and staff and
29
the property owners due diligence in attempting to provide a shared driveway that would
30
reduce impervious surfaces for these two separate proposals. However, Mr. Lloyd noted
31
that, due to the location of an existing fire hydrant in the middle of the only possible
32
location for a proposed shared driveway, it was found not to be feasible.
33
Specific to this variance request, Mr. Lloyd reviewed the4 property owner’s intent to
34
rebuild a detached garage crossing into public right-of-way close to the eastern property
35
boundary under current City Code requirements, and as detailed in the staff report. Mr.
36
Lloyd noted the existing conditions faced by the property owner, due to the age of when
37
the property was originally plotted and subdivided into its current configuration, creating
38
unique circumstances with this lake property not created by the landowner.
39
Mr. Lloyd noted the findings drafted by staff in their support of this requested variance.
40
Discussion
41
Chair Boguszewski noted the similar variance request in the next case at 385 S Owasso
42
Boulevard and conditions specific to paving the driveway, with the same condition not
43
applying to this variance request.
44
