Variance Board Meeting <br />Minutes – Wednesday, September 3, 2014 <br />Page 3 <br />Discussion <br />94 <br />At the request of Member Daire, Mr. Paschke advised that the applicant was <br />95 <br />reconstruction the existing home in its entirety as part of this variance request, at the <br />96 <br />same exact location, retaining the legal pre-existing and non-conforming nature, and <br />97 <br />requiring no variance beyond that for the garage. <br />98 <br />At the request of Member Murphy, Mr. Paschke confirmed that the proposed sight lines <br />99 <br />are fine; and reviewed the location of the garage and driveway, providing adequate space <br />100 <br />for backing into traffic lanes given the unique circumstances needed to work around. <br />101 <br />At the request of Member Daire, Mr. Paschke advised that, given the property owner’s <br />102 <br />constraints, he would recommend approval of the variance request. <br />103 <br />Applicant Jim Badzinski, 385 S Owasso Boulevard <br />104 <br />Mr. Badzinski reviewed their intent to totally reconstruct their home of seventeen years, <br />105 <br />since nothing else could be accomplished with the 1934 constructed home and the <br />106 <br />obsolescence of the one-car garage. Mr. Badzinski stated that he had spent considerable <br />107 <br />money trying to protect the trees in front of the home and retain the nature of the property <br />108 <br />as much as possible. Mr. Badzinski noted that the property next door had reconstructed <br />109 <br />their garage similarly years ago, and it provided a much better view backing out and <br />110 <br />made a great difference. <br />111 <br />Public Comment <br />112 <br />Steve Youngquist, 391 S Owasso Boulevard (two doors down from the Badzinski <br />113 <br />property and next door to the Walz property) <br />114 <br />Mr. Youngquist spoke in support of Mr. Badzinski’s request, opining that he had proven a <br />115 <br />great steward of the property and was a great neighbor and friend. Mr. Youngquist further <br />116 <br />opined that this should be a good thing for the safety of the neighborhood and the public. <br />117 <br />At the request of Member Daire, Mr. Youngquist provided his perception of traffic on S <br />118 <br />Owasso Boulevard, opining that it wasn’t as much as may be expected and that the City <br />119 <br />did a good job in keeping the speeds down. Mr. Youngquist opined that the speed was <br />120 <br />not as important of an issue as the need to improve the sight lines for all motorists. <br />121 <br />Andy Walz <br />122 <br />Mr. Walz opined that the volume of traffic wasn’t significant, but from his property location <br />123 <br />it gave vehicles just enough time to accelerate before reaching their location; given the <br />124 <br />space between stop sign installations. Mr. Walz noted the ongoing safety concerns and <br />125 <br />need to improve sight lines. <br />126 <br />Mr. Walz spoke in wholehearted support of Mr. Badzinski’s variance request. <br />127 <br />Member Daire opined that from his perspective, both projects will significantly improve <br />128 <br />the sight lines and safety proportionally. <br />129 <br />Mr. Walz concurred, opining that to some extent, it also increased the value of the homes <br />130 <br />and properties by improving the sight lines. <br />131 <br />Chair Boguszewski closed Public Hearing at 6:03p.m.; no one else spoke for or against. <br />132 <br />MOTION <br />133 <br />Member Daire moved, seconded by Member Murphy to adopt Variance Board <br />134 <br />Resolution No. 107 entitled, “A Resolution Approving a Variance to Roseville City <br />135 <br />Code, Section 1004.02 (Accessory Buildings) at 385 South Owasso Boulevard <br />136 <br />(PF14-022);” based on the comments and findings outlined in the staff report, and <br />137 <br />subject to conditions as noted. <br />138 <br />Ayes: 3 <br />139 <br />Nays: 0 <br />140 <br />Motion carried. <br />141 <br />5. Adjournment <br />142 <br />Chair Boguszewski adjourned the meeting at approximately 6:04 p.m. <br />143 <br />
