Variance Board Meeting Minutes – Wednesday, September 3, 2014 Page 3 Discussion 94 At the request of Member Daire, Mr. Paschke advised that the applicant was 95 reconstruction the existing home in its entirety as part of this variance request, at the 96 same exact location, retaining the legal pre-existing and non-conforming nature, and 97 requiring no variance beyond that for the garage. 98 At the request of Member Murphy, Mr. Paschke confirmed that the proposed sight lines 99 are fine; and reviewed the location of the garage and driveway, providing adequate space 100 for backing into traffic lanes given the unique circumstances needed to work around. 101 At the request of Member Daire, Mr. Paschke advised that, given the property owner’s 102 constraints, he would recommend approval of the variance request. 103 Applicant Jim Badzinski, 385 S Owasso Boulevard 104 Mr. Badzinski reviewed their intent to totally reconstruct their home of seventeen years, 105 since nothing else could be accomplished with the 1934 constructed home and the 106 obsolescence of the one-car garage. Mr. Badzinski stated that he had spent considerable 107 money trying to protect the trees in front of the home and retain the nature of the property 108 as much as possible. Mr. Badzinski noted that the property next door had reconstructed 109 their garage similarly years ago, and it provided a much better view backing out and 110 made a great difference. 111 Public Comment 112 Steve Youngquist, 391 S Owasso Boulevard (two doors down from the Badzinski 113 property and next door to the Walz property) 114 Mr. Youngquist spoke in support of Mr. Badzinski’s request, opining that he had proven a 115 great steward of the property and was a great neighbor and friend. Mr. Youngquist further 116 opined that this should be a good thing for the safety of the neighborhood and the public. 117 At the request of Member Daire, Mr. Youngquist provided his perception of traffic on S 118 Owasso Boulevard, opining that it wasn’t as much as may be expected and that the City 119 did a good job in keeping the speeds down. Mr. Youngquist opined that the speed was 120 not as important of an issue as the need to improve the sight lines for all motorists. 121 Andy Walz 122 Mr. Walz opined that the volume of traffic wasn’t significant, but from his property location 123 it gave vehicles just enough time to accelerate before reaching their location; given the 124 space between stop sign installations. Mr. Walz noted the ongoing safety concerns and 125 need to improve sight lines. 126 Mr. Walz spoke in wholehearted support of Mr. Badzinski’s variance request. 127 Member Daire opined that from his perspective, both projects will significantly improve 128 the sight lines and safety proportionally. 129 Mr. Walz concurred, opining that to some extent, it also increased the value of the homes 130 and properties by improving the sight lines. 131 Chair Boguszewski closed Public Hearing at 6:03p.m.; no one else spoke for or against. 132 MOTION 133 Member Daire moved, seconded by Member Murphy to adopt Variance Board 134 Resolution No. 107 entitled, “A Resolution Approving a Variance to Roseville City 135 Code, Section 1004.02 (Accessory Buildings) at 385 South Owasso Boulevard 136 (PF14-022);” based on the comments and findings outlined in the staff report, and 137 subject to conditions as noted. 138 Ayes: 3 139 Nays: 0 140 Motion carried. 141 5.
