Variance Board Meeting City Council Chambers, 2660 Civic Center Drive Minutes – Wednesday, November 5, 2014 – 5:30 p.m. 1. Call to Order 1 Chair Boguszewski called to order the Variance Board meeting at approximately 5:30 p.m. and 2 reviewed the role and purpose of the Variance Board. 3 2. Roll Call & Introductions 4 At the request of Chair Boguszewski, City Planner Thomas Paschke called the Roll. 5 Members Present: Chair Michael Boguszewski; and Commissioners Robert Murphy and 6 Shannon Cunningham; with Alternate Variance Board Member James 7 Daire arrived at approximately 5:37 p.m. 8 Staff present: City Planner Thomas Paschke 9 3. Review of Minutes 10 On behalf of the Variance Board, Chair Boguszewski congratulated Councilmembers Robert 11 Willmus and Tammy McGehee on their recent re-election. Based on his and the Board’s past 12 experience, Chair Boguszewski recognized their individual commitment to being of the greatest 13 service possible to the residents of the City of Roseville; and offered his personal interest and 14 anticipation in working with them going forward. 15 MOTION 16 Member Murphy moved, seconded by Member Cunningham to approve meeting minutes 17 of October 8, 2014 as presented. 18 Ayes: 3 19 Nays: 0 20 Motion carried. 21 4. Public Hearing 22 PLANNING FILE No. 14-028 23 Request by Thomas and Melissa Biggs, owners of the property at 3088 W Owasso 24 Boulevard, for a VARIANCE to the setback requirements of Section 1017.17C (Water- 25 Oriented Accessory Structures) of Roseville City Code to allow an rebuilt structure to be 26 relocated within required setbacks 27 Chair Boguszewski opened the Public Hearing for Planning File 14-08 at 5:34 p.m. 28 City Planner Thomas Paschke summarized the request as detailed in the staff report dated 29 November 5, 2014. While staff’s research has not been able to establish a date for 30 construction/location of the existing boathouse, Mr. Paschke estimated it had been constructed 31 prior to the 1979 shoreline ordinance going into effect. Mr. Paschke further advised that staff’s 32 research had also not found any record of a previous variance being granted for that existing 33 structure, which was a legal, non-conforming use. 34 Alternate Variance Board Member James Daire arrived at approximately 5:37 p.m. 35 At the request of Chair Boguszewski, Mr. Paschke confirmed that all residents living within 500’ of 36 the project, as well as the local Department of Natural Resources (DNR) office had been notified. 37 Mr. Paschke advised that staff had received no comments to-date other than with the applicant 38 and his representatives. 39 Applicant Thomas Biggs, 3088 W Owasso Boulevard 40 Mr. Biggs concurred with staff’s written and verbal reports; and noted a letter of support included 41 from the neighbor immediately to the north of his project; with the intent to preserve a mature tree 42 on the property line between them, and move the boathouse further from the water and stabilize 43 the structure. 44 With Chair Boguszewski noting that moving a boathouse further from the water didn’t seem to be 45 an ideal situation, Mr. Biggs advised that he was most interested in preserving the shoreline. 46
