Call to Order <br />1 <br />Chair Boguszewski called to order the Variance Board meeting at approximately 5:30 p.m. and <br />2 <br />reviewed the role and purpose of the Variance Board. <br />3 <br />2. Roll Call & Introductions <br />4 <br />At the request of Chair Boguszewski, City Planner Thomas Paschke called the Roll. <br />5 <br />Members Present: <br />Chair Michael Boguszewski; and Commissioners Robert Murphy and <br />6 <br />Shannon Cunningham <br />7 <br />Members Excused: <br /> Alternate Variance Board Member James Daire advised that he would be <br />8 <br />unavailable for tonight’s meetings due to illness. <br />9 <br />Staff Present: <br /> City Planner Thomas Paschke <br />10 <br />3. Public Hearing <br />18 <br />PLANNING FILE No. 14-030 <br />19 <br />Request by Zawadski Homes, Inc., owner of the property at 365 S Owasso Boulevard, for a <br />20 <br />VARIANCE to the impervious coverage limit of Section 1004.08C (Residential Districts of <br />21 <br />Roseville City Code to allow pervious paving to be treated differently from conventional <br />22 <br />paving products <br />23 <br />Chair Boguszewski opened the Public Hearing for Planning File 14-030 at 5:31 p.m. <br />24 <br />City Planner Thomas Paschke summarized the request and staff’s analysis as detailed in the staff <br />25 <br />report dated December 3, 2014. Mr. Paschke advised that Zawadski Homes proposes to build a <br />26 <br />new one-family, detached residence for a homeowner client. The proposed improvements include <br />27 <br />2,262 square feet of building area for construction of a house, porch and stoop) and 1,598 square <br />28 <br />feet of paved surfaces consisting of a driveway, sidewalk and patio, comprising 29.9% of the <br />29 <br />12,908 square foot parcel. <br />30 <br />The applicant’s narrative through Zawadski Homes (Attachment C) noted that the client, Adele <br />31 <br />Kaufman, requested a variance to the hard surface coverage limitation on the lot; and proposed <br />32 <br />to use pervious pavers for the driveway and sought a “credit” for the areas using pervious pavers. <br />33 <br />Mr. Paschke advised that current City Code did not allow for that allowance, but had been under <br />34 <br />discussion over the last year as a possibility. Mr. Paschke reviewed other allowances provided as <br />35 <br />part of the residential storm water permit process, established in 2013, but advised that they did <br />36 <br />not apply under its current language for new construction. With additional technologies and green <br />37 <br />building, Mr. Paschke advised that staff was attempting to make this project work and stated that <br />38 <br />they found this proposal to provide for appropriate mitigation, pending submission of an <br />39 <br />appropriate design, and staff’s approval of the product, periodic inspections, and monitoring of the <br />40 <br />property if those could be achieved. <br />41 <br />Staff recommended supporting the variance in accordance with the draft resolution <br />42 <br />Discussion <br />43 <br />Chair Boguszewski complimented the applicant and their builder on their very well-written and <br />44 <br /> <br />
