foundation drains from sanitary sewers and repairing leaky sanitary sewer pipes. To urge <br />37 <br />compliance, MCES incorporated surcharges for communities with excess I/I. Roseville, along <br />38 <br />with 74 other cities, was identified as a contributor of excess I/I. The bid alternate for this <br />39 <br />project includes a basic sump pump inspection while the contractor performs the meter <br />40 <br />replacements. The sump pump inspections would be a brief questionnaire with the following <br />41 <br />questions asked: Does the home have a sump pump, where does the sump pump discharge to, <br />42 <br />does the sump basket have a solid cover, is the discharge piping rigid material and is an <br />43 <br />extension cord used? <br />44 <br />The bid alternate provided by Ferguson Waterworks is a cost-effective method in which to <br />45 <br />complete sump pump inspections and gather information on the homes we are installing water <br />46 <br />meters. Per City ordinance 802.08, it is illegal to have a sump pump connected to the sanitary <br />47 <br />sewer system. Completing sump pump inspections in residential homes will provide staff <br />48 <br />preliminary information on how many illegal connections there are, and whether this is a major <br />49 <br />contributing factor to the City’s I/I problem. Staff will use the collected data to develop further <br />50 <br />I/I reduction plans in the City for recommendation to the City Council. Based on past practice, the City Council has awarded <br />60 <br />contracts to the lowest responsible bidder. In this bid solicitation the lowest bidder is Ferguson <br />61 <br />Waterworks. A bid alternate was included in the event Council wishes to address inflow and <br />62 <br />infiltration (I/I) through sump pump inspections. <br />63 <br />FINANCIAL IMPACTS <br />64 <br />Staff received three bids for the 2015 Meter Replacement Project. The low bid submitted by <br />65 <br />Ferguson Waterworks of $266,500 for the meter replacements will be funded by the Water <br />66 <br />Utility Fund. The approximately $100,000 of avoided price increases by purchasing the <br />67 <br />remaining meters and radios in 2014 will offset some of this contract cost.
