REQUEST FOR COUNCIL ACTION <br /> Date: January 26, 2015 <br /> Item No.: 8.e <br />Department Approval City Manager Approval <br />Item Description: Award Contract for Operation of a Clean Up Day <br />B <br />ACKGROUND <br />1 <br />Roseville reinstituted a Clean Up Day in 2003 after a decade hiatus. The service has since been <br />2 <br />well received with good participation. There have been between 324 and 567 vehicles visiting <br />3 <br />the site in each of the 12 years of the Clean Up Day. Residents have disposed of more than 20 <br />4 <br />tons of garbage and recycled more than 10 tons of appliances, electronics and tires each year. <br />5 <br />The contract for operation of the City’s Clean Up Day expired in 2014 and staff issued an RFP <br />6 <br />for 2015-2017. One proposal was submitted. Lightning Disposal meets the service <br />7 <br />specifications of the proposal. Lightening Disposal was the contractor for the last three years. <br />8 <br />Staff has been very satisfied with their performance over that time. Additionally, Lightning <br />9 <br />Disposal’s prices for most categories are lower than the current contract (see attached price <br />10 <br />sheet). The City Attorney has reviewed the attached agreement (Attachment C). <br />11 <br />PO <br />OLICYBJECTIVE <br />12 <br />In 2002 the Residential Solid Waste and Recycling Citizen Advisory Committee recommended <br />13 <br />reinstating the City’s Clean Up Day to provide a convenient, one-stop location for the disposal of <br />14 <br />items that can’t go in curbside trash carts (either because of volume or the nature of the material <br />15 <br />requires special handling). <br />16 <br />BI <br />UDGET MPLICATIONS <br />17 <br />Users pay two-thirds of the disposal costs for their items – the City pays the other third. <br />18 <br />Roseville has paid between $3,500 and $6,500 annually for operation of the Clean Up Day. The <br />19 <br />City has budgeted $6,000 annually to cover disposal costs. The contractor and City staff <br />20 <br />estimate this should be sufficient to cover estimated costs.
