Roseville Public Works, Environment and <br />Transportation Commission <br />Agenda Item <br />Date: January 27, 2015 Item No: 5 <br />Item Description: Sanitary Sewer Ordinance Update <br />Background: <br />Staff anticipates the City will be contracting with Ferguson Waterworks to replace the remaining <br />water meters in the City to complete the automated meter reading program. As a part of this <br />contract, an alternate bid was obtained to complete sump pump inspections during the meter <br />replacement appointment. <br />Inflow and infiltration (I/1) reduction and elimination continues to be a priority for the City. The <br />Metropolitan Council Environmental Services (MCES) requires communities with excess I/I to <br />invest in local reduction remedies such as disconnecting sump pumps and foundation drains from <br />sanitary sewers and repairing leaky sanitary sewer pipes. To urge compliance, MCES <br />incorporated surcharges for communities with excess I/I. Roseville, along with 74 other cities, <br />was identified as a contributor of excess I/I. <br />Completing sump pump inspections in residential homes will provide staff preliminary <br />information on how many illegal connections there are, and whether this is a major contributing <br />factor to the City's I/I problem. Staff will use the collected data to develop further I/I reduction <br />plans in the City for recommendation to the City Council. As a part of this process, the Sanitary <br />Sewer Ordinance will need to be reviewed and updated as necessary to carry out the additional <br />inspection. <br />At the meeting, staff will provide the commission information about ordinances in other cities, <br />and surcharges imposed on non-compliant properties. <br />Recommended Action: <br />Discuss and recommend revisions to ordinance, including surcharge amounts for non-compliant <br />properties. <br />Attachments: <br />A: Existing Sanitary Sewer Ordinance — Chapter 802.06 L <br />
