Solar Energy Discussion, Continued <br />40 Mr. Schwartz introduced Patrick Weir and Mike Kampmeyer of Sundial Solar, for <br />41 their company's presentation entitled "Solar Options;" and their review of three <br />42 available programs for city solar installations: MadQk Minnesota Rebates; <br />43 Commercial Solar; and Community Solar. Presentation materials were provided <br />44 as a bench handout, and attached hereto and made apart hereof. <br />45 <br />46 Patrick Weir <br />47 During his portion of the presentation, Mr. Weir reviewed the services provided <br />48 by Sundial Solar, including engineering, procurement and construction as part of <br />49 their design of solar projects, procurement of solar panels and inverters, and <br />50 construction by their team. Mr. Weir noted that their firm had completed <br />51 approximately 100 install t*ons to -date; and reviewed the funding for ose52 projects, available throuEnergy. <br />53 <br />54 At the request of Mr. Schz, Mr. Weir advised that it was necessary for large <br />55 scale -ground mount solar arrays to be close in proximity to a substation; and that <br />56 the typical size of a community solar installation in the metropolitan area is <br />57 approximately 2.5 acr <br />58 <br />59 Mike Kampmeyer <br />60 Mr. Kampmeyer reviewed various options that the City of Roseville could <br />61 consider for their benefits and various financing considerations. Mr. Kampmeyer <br />62 reviewed the advantages of financing and partnerships with the St. Paul Port <br />63 Authority (SPPA) with 100% financing that would offset the energy produced <br />64 with the loan payment, providing a positive cash flow from day one of operations. <br />65 Mr. Kampmeyer opined that the SPPA program was easy to apply for with no <br />66 out-of-pocket costs, but providing a pass-through lease arrangements to take <br />67 advantage of tax equity partners and buy down of the system, with Sundial <br />68 monitoring and maintaining the system through an Operation and Management (O <br />69 & M) Agreement, with the entire program outlined in a proforma provided by <br />70 Sundial as part of their initial analysis and before agreements were put in place. <br />71 <br />72 Discussion included production efficiencies of the installation during the term of <br />73 the contract and energy costs; lifespan of the inverters; and warranties of each <br />74 product and options for a Made in Minnesota and/or Chinese manufactured panel <br />75 and/or inverter; and typical 15 year inverter replacement recommendation. <br />76 <br />77 Further discussion included the benefits and risks of ownership by the City; tax <br />78 equity investor credits through 2016 followed by accelerated depreciation; use of <br />Page 2 of 11 <br />
