and County Road B carries 2,550 vehicles per day. Speed data was collected south of <br />Roselawn Avenue in October of 2014. The 85th percentile speed was determined to be <br />41.5 mph in this section. The 85th percentile speed is the speed at which 85% of the <br />traffic is travelling. Both segments are signed 40 mph. <br />B. Storm Water <br />The north portion of Victoria Street has an existing storm sewer system. The street runoff is <br />collected into pipes starting at Pioneer Park and conveyed north to Parker Ave and then heads <br />east to McCarrons Lake. This majority of this project is in the Capital Region Watershed District <br />while a small amount of the new sidewalk north of County Road B is located in the Ramsey <br />Washington Watershed District, and the City is required to obtain permits for this project. Some <br />drainage issues have been identified at some existing driveway culvert crossings and near <br />Roselawn Ave. <br />C. Private Utilities <br />This is a mature neighborhood that has the majority of the utilities located on overhead power <br />poles. A summary of the existing private utilities: <br />• Xcel Gas: The gas main along Victoria Street is in the east boulevard of the street. The <br />properties on the west side of the street are served by long side services. <br />• Xcel Power: The Victoria Street corridor is served by overhead power. <br />• Comcast: Has both underground and overhead lines in this corridor. <br />• Century Link: Has both underground and overhead lines in this corridor. <br />D. Other Considerations <br />The following properties, structures or landscape features are unique to this project and deserve <br />special consideration: <br />1. Existing character of the roadway <br />There is a strong sentiment from the residents along Victoria Street to maintain the <br />character of the roadway as much as possible with this project, particularly the rural section <br />and minimizing the use of curb and gutter. <br />2. City of Roseville Watermain <br />The City watermain along this corridor has had very few breaks with only one break in the <br />last 20 years. Based on this historical data staff is not recommending replacement of the <br />watermain. <br />3. City of Roseville Sanitary Sewer <br />The City sanitary sewer along this corridor has been recently televised and lined. <br />E.
