3. Road Alignment <br />Currently the road is aligned straight north -south with an 800 foot section of roadway <br />that is aligned mostly east -west. There are two curves in the alignment that transition <br />the roadway from north -south to east -west and then back to north -south. The first curve <br />as you travel north from Larpenteur is an all way stop controlled intersection and <br />therefore meets State Aid requirements. <br />The second curve is near the trail entrance to Reservoir Woods and does not meet State <br />Aid requirements based on posted speed limit (40 mph) as well as minimum design <br />speed allowances (30 mph). City staff requested a variance to State Aid rules for this <br />curve and was granted said variance given the following conditions: <br />• Appropriate lighting is provided <br />• As much as practicable, vegetation is cleared within the sight corner <br />• Reflective delineation through the curve is considered <br />• Signage in accordance with the Minnesota Manual of Uniform Traffic Control <br />Devices (MnMUTCD) be provided <br />Given this variance and the other proposed elements of the project no additional <br />permanent right-of-way is required for this project. The particular elements of the <br />proposed design are as follows: <br />a. Victoria Streetfrom Larpenteur Ave to Roselawn Ave <br />Staff is proposing to construct a 32 foot wide street with a rural design. The 32 <br />foot wide street segment will include the following: <br />An 8 foot shoulder on the east side for parking. <br />Two 11 foot lanes <br />A 2 foot shoulder on the west side <br />b. Victoria Streetfrom Roselawn Ave to County Road B <br />Staff is proposing to construct a 32 foot wide street with curb and gutter. The 32 <br />foot wide street segment will include the following: <br />An 8 foot shoulder on the east side for parking. <br />Two 11 foot lanes <br />A 2 foot shoulder on the west side <br />B. Storm Water <br />Concrete curb and gutter will be used to replace all existing bituminous curb and will <br />also be installed in areas north of Roselawn Ave that does not currently have curb. <br />Existing storm water catch basins and other infrastructure will be replaced with new <br />castings to bring them up to City standards and also to work with the new concrete curb <br />and gutter. Additional catch basins will be installed where needed. The boulevards and <br />yards will be graded to drain to the street, where possible.
