8.5 The Public Works Department has reviewed the conceptual utility plan and has
detem1ined that adequate sanitary sewer, storm water, and water main capacities exist to
support these two development projects. Final plans will be required. The COllli1llinity
Development and Public Works Department's are reviewing the grading, drainage, and
utility plans proposed with the General Concept Plan submittal. The proposed utility plan
must be revised to indicate the location of existing utilities (currently a slight error exists
in the location of the existing water main); inclusion of two fire hydrants necessary to
meet Fire Code requirements (one adjacent to the front of the Abra structure adjacent the
parking lot and the second just west of the truck access on the Casci site); and the
extension of the water main to the west property line for future looping of the water
system and for equalizing pressure and fire safety.

8.6 The Public Works Department and the Rice Creek Watershed must review and approve
the storm water management plan for both sites including the proposed infiltration areas
or rain water gardens.

8.7 The submitted plans do not indicate rooftop mechanical equipment locations for either
structure. However, any mechanical unit will be required to be fully (100%) screened
from view at the property line or public street right-of-way. Should an emergency
generator be contemplated, the plans must indicate the proposed location, screening, and
the generator must meet all applicable State decibel levels.

8.8 The proposed redevelopment project will be staged with the Casci building being
constructed first allowing the existing facility to keep operating. Upon completion of the
new building, a demolition permit must be approved prior to the razing of the existing
structures. After the razing, the permits for the remaining site/building work and
construction of the Abra facility can be undertaken.

8.9 All pre-existing buildings, debris, and any soil contamination (in accordance with
MnPCA requirements) must be removed from the site prior to the issuance of the Abra
building permit.

8.10 Signage must be an integral part of the architectural plans; sign banding and monument
signage locations must be designated on the building and site plans, and meet all size and
setback requirements

8.11 Through the subdivision creation of two new lots (Title 11 of the City Code) on the
property, a dedication of land for frontage road and any utility and/or drainage
easements is required by the Public Works Department. The Rice Creek Watershed may
require additional easements that must be recorded separately as part of the Watershed's
permit process, which is done prior to the issuance of any building permits.

8.12 No additional accessory structures or buildings will be permitted on either lot without an
amendment of the Planned Unit Development Agreement.

PF3448 ~ RCA Concept Plan - 033103 Page 6 of 8
