<br />7.4 The Public Works Department has reviewed the submitted final utility plan and has <br />determined that adequate sanitary sewer, storm water, and water main capacities exist to <br />support these two development projects. Final plans will be approved when either <br />applicant submits for a building permit. <br /> <br />7.5 The Public Works Department must review and approve the grading plan and its <br />consistency with the plan and conditions set forth by the Rice Creek Watershed. <br /> <br />7.6 The submitted plans do not indicate rooftop mechanical equipment locations for either <br />structure. However, any mechanical unit will be required to be fully (100%) screened <br />from view at the property line or public street right-of-way. Should an emergency <br />generator be contemplated, the plans must indicate the proposed location, screening, and <br />the generator must meet all applicable State decibel levels. <br /> <br />7.7 The proposed redevelopment project will be staged with the Casci building being <br />constructed first allowing the existing facility to keep operating. Upon completion of the <br />new building, a demolition permit must be approved prior to the razing of the existing <br />structures. After the razing, the permits for the remaining site/building work and <br />construction of the Abra facility can be issued. <br /> <br />7.8 All pre-existing buildings, debris, and any soil contamination (in accordance with <br />MnPCA requirements) must be removed from the site prior to the issuance of the Abra <br />building permit. <br /> <br />7.9 Signage must be an integral part of the architectural plans; sign banding and monument <br />signage locations must be designated on the building (no more than 10% of the front <br />building fayade or 200 sq. ft. whichever is greater and site plans, and meet all size and <br />setback requirements for each building. Only one monument or pylon sign will be <br />permitted for this redevelopment project (joint use), which sign shall not exceed 75 sq. ft. <br />or 25 feet in height. <br /> <br />7.10 The final plat of the property Casci Addition creates two lots for which a dedication of <br />land for the frontage road and any utility and/or drainage easements may be required by <br />the Public Works Department and.or Ramsey County. The Rice Creek Watershed may <br />also require additional easements that must be recorded separately as part of the <br />Watershed's permit process, which is done prior to the issuance of any building permits. <br /> <br />7.11 No additional accessory structures or buildings will be permitted on either lot without an <br />amendment of the Planned Unit Development Agreement. <br /> <br />7.12 The proposal is responsible for a park dedication (cash-in-lieu ofland dedication) in the <br />amount of 5% the current pre-development market value. The City Staff has used the <br />Ramsey County market value for the existing property of $460,000 for which a 5% park <br />fee is applied that totals $23,000. This park dedication was approved by the Park and <br />Recreation Commission at their meeting of .
