<br />REVIEW <br /> <br /> <br />4.1 Daniel Peterson seeks two variances to allow construction of a 24 foot by 26 foot (624 <br />sq. ft.) detached accessory building (garage) adjacent his home at 345 Owasso Boulevard <br />South. The necessary variances are from Section 1004.01A7 (Location) and 1004.02D5 <br />(Dwelling Dimensions - Front Yard Setbacks) of the Roseville City Code, and would <br />allow (if approve) Mr. Peterson to place the detached accessory building 12 feet from the <br />front (road side) property line. <br /> <br />4.2 The Peterson home was constructed in 1931 and lies on a 19,045 square foot (estimated) <br />parcel along the private road section of South Owasso Boulevard West, affording 4,761 <br />square feet (25%) of impervious area. The current principal structure occupies <br />approximately 924 square feet and is the only structure currently on the parcel. The <br />combined lot coverage total with the proposed improvement would occupy an estimated <br />1,548 square feet of impervious area, well below that afforded by the City Code. Other <br />homes in the vicinity are from the same era and on lots that are much smaller than the <br />Peterson parcel. A site inspection of properties around Lake Owasso confirms that a <br />number of the parcels have attached or detached accessory buildings that lie closer to the <br />front (road side) yard property line than the 30 feet required by the City Code. <br /> <br />4.3 The proposed improvement seeks to allow construction of a 624 square foot detached <br />accessory building (garage) in the front yard of the parcel. The proposed detached <br />accessory building would be placed just east of the principal structure, setback 12 feet <br />from the front (road side) yard property line; directly in line with the home. <br /> <br />4.4 The proposed garage would be 26 feet wide along the private road and 24 feet deep. The <br />structure would have a wall height of 8 feet, a hipped roof, a single double wide door for <br />vehicle entry, and a window and door on the west side facing the home. <br /> <br />4.5 The proposed garage, if setback to meet City Code requirements would be further down <br />the slope, closer to the lakeshore, and approximately 18 feet behind the front (south) wall <br />line of the home. The proposal is setback approximately 135 feet from the Lake Owasso <br />shoreline (City Code requires a 75 foot minimum setback). <br /> <br />4.6 The Peterson lot is designated Low Density Residential in the Comprehensive Plan and it <br />is located in the R-1, Single Family Residence Zoning District and within the shoreland <br />district of Lake Owasso. <br /> <br />5.0 STAFF COMMENTS/FINDINGS: <br /> <br />5.1 Section 1004.01A 7 (Location) reads: "No accessory building of garden shed shall be <br />erected or located within any front yard. Accessory buildings and/or a garden shed shall <br />be located behind the established front building line of the principal structure. On <br />through lots and lake shore lots accessory buildings and or a garden shed may be located <br />between the road right-of-way line and the principal structure, provided they meet the <br />required front yard setback. <br /> <br />PF3484 - ReA 06/16/03- Page 2 of 5 <br />
