<br /> <br />a <br /> <br />5. The use will provide either or both of the following benefits: <br /> <br />a. A benefit to the property, including, but not limited to, the elimination of <br />blight or unsightly or hazardous conditions, or the installation of <br />improvements and occupancy that will facilitate preservation or <br />redevelopment of the property, and/or <br /> <br />b. A benefit to the public, such as the creation of jobs, revenues, or the <br />provision of needed goods or services, and <br /> <br />WHEREAS, Section 1012.09B states: the City Council may attach conditions to interim <br />use permits. In reviewing interim use permit applications, the City will establish a specific date <br />or event that will tern1inate the use on the property. The Council will also determine that the <br />approval of the interim use would not result in adverse effects on the public health, safety and <br />general welfare, and that it will not impose additional costs on the public if it is necessary for the <br />public to take the property in the future; and <br /> <br />WHEREAS, Western Resources and Watkins Trucking are currently operating a legally <br />pre-existing non-conforming truck terminal and storage operation on other portions of the <br />property, at 2560 Long Lake Road within an "B-6" Mixed Use Business Park zoning district, and <br /> <br />WHEREAS, Western Resources and Watkins Trucking has requested approval of an <br />Interim Use Permit to utilize adjoining parcel as a seasonal and peak period truck parking and <br />storage area, and <br /> <br />WHEREAS, exterior impacts such as parking, traffic, and noise, as well as the spatial <br />needs for the seasonal and peak period trucking and storage, are similar to those needed for the <br />adjacent legally pore-existing and non-conforming truck terminal do not require interior or <br />exterior expansion of the existing buildings and utilities, and <br /> <br />WHEREAS, the Roseville Planning Commission held the required public hearing <br />on June 4,2003 to consider the Western resources/Watkins request and recommended (5-1) <br />approval of the interim use permit, subject to the following standard interim use conditions: <br /> <br />1. If the use is being operated by a person other than the current applicants <br />(Watkins) for the Interim Use Permit of the property, the permit shall require both <br />the owner and the operator to furnish the city with an agreement (or a copy of a <br />lease containing such agreement) that: <br /> <br />2 <br />
