<br />4.0 REVIEW of REQUEST: <br /> <br />4.1 Section 1004.0 lA6 ofthe Roseville City Code (Maximum Total Surface Area) affords each <br />residential property owner up to 30% impervious coverage on a lot/parcel, based upon the total <br />lot size. In the case of the Meyer property this allowance cannot exceed 3,598 square feet <br />without an approved variance. <br /> <br />4.2 The Meyer home was constructed in 1955 and is situated on an 11,985 square foot (estimated) <br />parcel. The home has an estimated footprint of2, 1 00 square feet; a detached garage of 624 <br />square feet; patio, and existing driveway of 848 square feet. This gives the Meyer property an <br />existing coverage of 3,572 square feet or 29.8%. <br /> <br />4.3 The proposed improvement would expand the driveway to the north approximately 10 feet at <br />the front (east) property line and 5 feet at the garage (west). The proposed expanded driveway <br />will be set back a minimum of 5 feet from the side yard (north) property line. <br /> <br />4.4 The proposed improvements increase the parcel's impervious coverage from an existing <br />condition (estimated) 3,596 square feet (29.8%) to 4,483 square feet (37%), thus requiring a <br />variance of 887 square feet (the difference from allowed 3,572 to proposed 4,483). <br /> <br />4.5 Variance Conditions Proposed: <br /> <br />SECTION 1004.01A6 <br />Code Requirement Existing Proposed Condition Variance Requested <br />(lot coverage) Condition <br />30% 29.8% 37% 7% <br />3,596 sq. ft. 3,572 sq. ft. 4,483 sq. ft. 887 sq. ft. <br /> <br />4.6 In 1998 (effective Jan 1, 1999) the City of Roseville amended Section 1004 of the City Code <br />to include a maximum lot coverage limit of 30% for all single and two family residential <br />properties. This code modification was a direct result of changes in State Law pertaining to <br />storm water rate and quality control on residential lots (other uses have different runoff ratios <br />and requirements). <br /> <br />5.0 STAFF COMMENTS/FINDINGS: <br /> <br />5.1 The Meyer parcel has limited options when considering added imperious coverage. <br />Specifically, the parcel has a remaining 24 square feet of allowable coverage before the parcel <br />achieves the maximum (30%) and a variance is necessary.
