<br />4.0 REVIEW of REQUEST: <br /> <br />4.1 Section 1004.01A6 of the Roseville City Code (Maximum Total Surface Area) affords each <br />residential property owner up to 30% impervious coverage on a lot/parcel, based upon the total <br />lot size. Base on this requirement the Sutliff property could not exceed 3,065 square feet of <br />impervious coverage without an approved variance. However, the Sutliff parcel currently has <br />an estimated 3,401 square feet of impervious coverage or an overage of 336 square feet. <br /> <br />4.2 The Sutliffhome, a rambler, was constructed in 1959 and is situated on a 10,216 square foot <br />(estimated) parcel. The home has an estimated footprint of I ,356 square feet; a detached <br />garage of 506 square feet; a detached accessory building of 374 square feet; and a driveway of <br />1,165 square feet. This gives the Sutliff property an existing coverage of 3,401 square feet or <br />33.3%. <br /> <br />4.3 The proposed 480 square foot addition would extend the southeast portion of the home into the <br />rear yard adjacent the garage and includes an expanded kitchen, new family room, screened <br />porch and laundry room. Based on the submitted building plans the addition would be 6 feet <br />from the garage. <br /> <br />4.4 The proposal by Mr. Sutliff (living area addition and replacement of accessory building with <br />garden shed) will increase the parcel's impervious coverage from an existing condition <br />(estimated) of3,401 square feet (33.3%) to 3,587 square feet (35.1 %), thus requiring a <br />variance of 522 square feet (the difference from allowed 3,065 to proposed 3,587). <br /> <br />4.5 Variance Conditions Proposed: <br /> <br />SECTION 1004.01A6 <br />Code Requirement Existing Proposed Condition Variance Requested <br />(lot coverage) Condition <br />30% 33.3% 35.1% 5% <br />3,065 sq. ft. 3,401 sq. ft. 3,587 sq. ft. 522 sq. ft. <br /> <br />4.6 In 1998 (effective Jan 1, 1999) the City of Roseville amended Section 1004 ofthe City Code <br />to include a maximum lot coverage limit of 30% for all single and two family residential <br />properties. This code modification was a direct result of changes in State Law pertaining to <br />storm water rate and quality control. <br /> <br />5.0 STAFF COMMENTS/FINDINGS: <br /> <br />5.1 The Sutliff parcel has no option available when considering added imperious coverage, due to <br /> <br />PF3487 - RPCA 060403 - Page 2 of 5 <br />
