The variance, if granted, will not alter the essential character of the locality: <br />The improvement proposed for the Casper home will not be out of character or <br />context of a split lever home built in 1980' s; will have little or no impact on the <br />adjacent (southeast) parcel; and more importantly will be in keeping with today's <br />designs and family accommodations. The Community Development Staff has <br />determined that this variance, if granted, will not alter the essential <br />character of the locality, nor adversely affect the public health, safety, or <br />general welfare, of the city or adjacent properties. <br /> <br />6.0 STAFF RECOMMENDATION: <br /> <br />6.1 Based on the information provided and the findings in Section 5 of this project report, the <br />Community Development Staff recommends approval of a 11 foot V ARIANCE to <br />Section 1004.02D5 of the Roseville City Code for Karen Casper to allow the <br />construction of a two level addition including a screen porch (lower level) and four- <br />season porch (upper level) on to the northeast comer (rear) of home at 2508 Marion <br />Street, subject to the following conditions: <br /> <br />A. The property owner must locate the lot's property pins (or provide a survey) and <br />based on that, develop a scaled site plan with dimensions for screened porch and <br />four-season porch addition, allowing the Community Development Department to <br />verify proper placement of the structure on the parcel. <br /> <br />B. Gutters must be installed along the eves of the addition and directed to the <br />northeast comer of the parcel, to reduce impacts to adjacent residential properties. <br /> <br />C. The review and approval of a building permit must be consistent with the <br />approved plans and variance. <br /> <br />7.0 PLANNING COMMISSION ACTION: <br /> <br />7.1 On July 9, 2003, the Roseville Planning Commission held the public hearing regarding <br />the Casper variance request. At the hearing no citizens addressed the Commission and <br />the City Planner indicated that he had not received any calls or email regarding the <br />request. The City Planner did note a correction in the proposed request, which added two <br />feet on to the requested variance. <br /> <br />7.2 The Planning Commission voted (5-0) to recommend approval of the request for an 11 <br />foot V ARlANCE to Section 1004.02D5 of the Roseville City Code by Karen Casper, <br />2508 Marion Street, to allow construction of a screen and four season porch on to the rear <br />of their home, based on the findings in Section 5 and Conditions of Section 6 of the staff <br />report dated July 9, 2003. <br /> <br />PF3492 - ReA 072103 - Page 4 of 5 <br />
