Community Development Staff has determined that the plight of the landowner
is due to circumstances unique to the property not created by the landowner.
C. The variance, if granted, will not alter the essential character of the locality:
The improvement proposed for the Casper home will not be out of character or context
of a split lever home built in 1980' s; will have little or no impact on the adjacent
(southeast) parcel; and more importantly will be in keeping with today's designs and
fanlilyaccommodations. The Community Development Staff has determined that
this variance, if granted, will not alter the essential character of the locality, nor
adversely affect the public health, safety, or general welfare, of the city or
adjacent properties.

6.0 STAFF RECOMMENDATION:

6.1 Based on the information provided and the fmdings in Section 5 of this project report, the
Community Development Staff recommends approval of a 9 foot VARIANCE to Section
1004.02D5 ofthe Roseville City Code for Karen Casper to allow the construction of a two
lever addition including a screen porch (lower lever) and four-season porch (upper lever) on to
the northeast comer (rear) of home at 2508 Marion Street, subject to the following conditions:

A. The property owner must locate the lot's property pins (or provide a survey) and based
on that, develop a scaled site plan with dimensions for screened porch and four-season
porch addition, allowing the Community Development Department to verify proper
placement of the structure on the parcel.

B. Gutters must be installed along the eves of the addition and directed to the northeast
comer of the parcel, to reduce impacts to adjacent residential properties.

C. The review and approval of a building permit must be consistent with the approved
plans and variance.

7.0 SUGGESTED PLANNING COMMISSION ACTION:

8.1 By motion, recommend approval of a 9 foot V ARlANCE to Section 1004.02D5 (Dwelling
Dimensions - Rear Yard Setbacks) of the Roseville City Code to allow the construction of a
two level addition (screen and four-season porch) to the home at 2508 Marion Street, based on
the fmdings of Section 5 and the conditions of Section 6 of the project report dated July 9,
2003.

Prepared by: Thomas Paschke (651-490-2236)

Attachments: Location map, narrative, site plan, aerial photo.

PF3492 - RPCA 070903 - Page 4 of 4
