<br />4.0 REVIEW of REQUEST: <br /> <br />4.1 Ms. Brown seeks to replace an aging detached garage with a larger, more functional detached <br />garage in a similar location of her rear yard. <br /> <br />4.2 The Brown home was originally built in 1931 and is situated on an 80.99 foot wide by 237.01 <br />foot deep (19,196 square foot) parcel. This parcel has a rear yard allowance (per City Code) <br />of972 square feet and an impervious coverage of5,759 square feet. <br /> <br />4.3 The City Planner has estimated the existing parcel includes a principal structure at 1,093 square <br />feet; a detached garage of 576 square feet; and driveway/sidewalk at 2.928 square feet, for a <br />total existing impervious coverage of 4,597 square feet. The proposal to remove the existing <br />detached garage and replace it with a larger (949 sq. ft.) detached garage will increase the total <br />impervious coverage on the parcel to 4,970 square feet, which is below the 5,759 square foot <br />maximum allowed by the Code. <br /> <br />4.4 Section 1004.01A4 requires a conditional use permit for a accessory structures exceeding 864 <br />square feet in size, up to a maximum of 1,008 square feet, subject to meeting the following <br />criteria: <br /> <br />· Impact on traffic <br /> <br />· Impacts on parks, streets and other public facilities <br /> <br />· Compatibility of the site plan, internal circulation, landscaping and structure with <br />contiguous properties <br /> <br />· Impact of the use on market value of contiguous properties <br /> <br />· Impact on the general public health, safety and welfare <br /> <br />· Compatibility with the City's Comprehensive Plan <br /> <br />5.0 STAFF COMMENTS/FINDINGS: <br /> <br />5.1 Section 1004.01A4 ofthe Roseville City Code (Requirements for Increased Size) reads: "the <br />size of detached accessory buildings may be increased from a total of 864 square feet to 1,008 <br />square feet. A public hearing and approval of a conditional use permit in accordance with <br />Section 1013.01 of this Title, and provided all other applicable provisions ofthis section are <br />met, is necessary. Conditions may be attached to the permit to mitigate the impact on adjacent <br />properties, including, but not limited to, increased setbacks, landscape screening, architectural <br />color and detail requirements, drainage provisions, and limited additional exterior storage. <br /> <br />PF3493 - RPCA 070903 - Page 2 of 3 <br />
