The Community Development Staff has determined that the <br />plight of the landowner is due to circumstances unique to the property not <br />created by the landowner. <br /> <br />C. The variance, if granted, will not alter the essential character of the locality: <br />The improvement proposed for the Norman parceI will not be out of character or <br />with the neighborhood. The area has a number of accessory buildings in rear <br />yards and a few lots that exceed the impervious coverage requirement. The <br />Community Development Staff has determined that this variance, if granted, <br />will not alter the essential character of the locality, nor adversely affect the <br />public health, safety, or general welfare, of the city or adjacent properties. <br /> <br />6.0 STAFF RECOMMENDATION: <br /> <br />6.1 Based on the information provided and the findings in Section 5 of this project report, the <br />Community Development Staff recommends approval of a 267 square foot VARIANCE <br />to Section I004.0IA6 of the Roseville City Code for Gregg Norman to allow the <br />construction of a detached accessory building (storage building) in his rear yard atI137 <br />County Road B2, subject to the following conditions: <br /> <br />A. The property being limited to a maximum impervious coverage of 3,500 square <br />feet or 32.7%. <br /> <br />B. The detached accessory building being limited to the storage of residential (not <br />commercial) equipment, material, seasonally used recreationaI vehicle or a <br />seasonally driven vehicle or collectable. <br /> <br />C. The detached accessory building (storage building) being limited to a maximum <br />size of 22 feet by 20 feet or 440 square feet in size. <br /> <br />D. The removal of the exterior storage concrete area along the east side of the garage <br />(estimated at 132 square feet). <br /> <br />E. The removal of a portion of the existing patio by approximately 41 square feet. <br /> <br />F. Submittal of a scaled site plan indicating existing and proposed conditions <br />consistent with the above variance conditions. <br /> <br />G.
